A contract, MWO verification, DMW registration, direct-hire clearance, OEC or successor digital record, orientation certificate, OWWA membership, and insurance evidence are not interchangeable. Document Philippine tax status, TIN, and retained income
A Filipino passport, Cayman work permit, OEC, flight, or address change does not by itself establish nonresident-citizen status or close a Philippine tax file. BIR material distinguishes residence and source questions, and a 2024 ruling confirms the importance of where services are performed while remaining case-specific. Have BIR or a qualified Philippine adviser classify the actual departure year, work pattern, business interests, property, investments, and continuing Philippine-source income.
- Do not declare tax status or the source of every payment from the travel date alone.

Keep SSS, Pag-IBIG, OWWA, and health records separate
SSS, Pag-IBIG, OWWA, and Philippine health-coverage records serve different purposes and use different member categories, contribution rules, benefits, loans, claims, and overseas service routes. SSS's 2026 Citizen's Charter includes OFW service pathways, while the March 2026 Cayman service caravan confirms that Pag-IBIG and OWWA continue to support Cayman-based workers. Do not convert a service visit or member label into one automatic contribution, refund, benefit, or cancellation result.

Order the NBI clearance for the real recipient
The NBI publishes a dedicated mailed-clearance route for applicants already abroad, including Form No. 5, fingerprint, photograph, passport-copy, representative or mail, payment, and return controls. The exact Cayman employer, WORC, regulator, or other recipient still decides the required police document, countries and periods covered, recency, original or digital format, authentication, and delivery.
- Get the recipient's written instruction before ordering and confirm whether an NBI clearance, another jurisdiction's police record, or both are needed.
- If applying before departure, use the current official online and appearance route; if applying from Cayman, use the current NBI overseas instructions and the competent consular or fingerprint service.
