Build the Singapore departure and Cayman arrival files together

Choose the Singapore status lane before closing anything

The departure checklist is different for a Singapore citizen, a Permanent Resident, a non-citizen employee, a self-employed foreigner, a partner, and a dependant. The household may contain several lanes at once. Identify each person's current status and every linked account or pass before acting.

Coordinate employee IR21 and final pay with the employer

IRAS says an employer generally must seek tax clearance for a non-Singapore-citizen employee who ceases Singapore employment, starts an overseas posting, or plans to leave for more than three months. Where clearance is required, the employer files Form IR21 at least one month before the relevant date and withholds all monies due once it knows of the cessation or departure. Exceptions exist, so the employer should use the current IRAS decision route rather than either side guessing.

  • Singapore citizens are outside this employee tax-clearance process; some PR and short-employment scenarios also have specific exceptions or evidence requirements.
  • A PR who is not leaving permanently may need a Letter of Undertaking for the employer's records, while an overseas posting can change the analysis.
  • Do not predict whether clearance is required, how much will be withheld, or when final pay will be released from the passport or flight date alone.

Treat withheld final monies as a controlled reconciliation

The IRAS withholding step can affect the relocation cash plan. It is not a licence to invent a tax amount or treat the withheld balance as permanently lost. Build the budget from the employer's written payroll timeline, the filed income, the live clearance directive, any payment due, and the actual release date.

  • Ask payroll what counts as withheld monies, when withholding begins, which later income may require an amended IR21, and which person owns each IRAS follow-up.
  • Reconcile the final payroll, leave, bonus, equity or option events, expenses, deductions, tax paid, and net amount received rather than relying on an estimate.
  • Keep enough liquid cash outside the withheld amount for flights, temporary housing, deposits, insurance, school costs, transport, and a delayed Cayman payroll cycle.
  • If the employer and employee disagree about salary or employment obligations, separate that dispute from the IRAS tax-clearance process and obtain appropriate employment advice.

Use the self-employed or partner clearance path instead of IR21

IRAS has a separate departure route for foreigners who are self-employed, sole proprietors, or partners. Its current guidance says a foreign self-employed person should send a 4-Line Statement from 1 January to the last business day and income from all sources from 1 January to the expected departure date, one month before departure. IRAS then finalises the assessment, and tax must be settled before leaving.

Separate entity closure from the personal departure

A sole proprietorship, partnership, company, directorship, GST registration, licence, bank account, contract, and personal tax file are different objects. ACRA's current sole-proprietorship and partnership guidance says administrative matters and any GST cancellation should be handled before filing cessation, and an approved closure cannot simply be reversed. Do not close an entity merely because its owner is moving if the activity or obligations continue.

  • Map each entity, owner, partner, officer, authorised representative, registered address, licence, GST account, contract, employee, loan, grant, vehicle, bank account, and filing deadline.
  • Decide in writing whether each entity is continuing, changing control or address, becoming dormant, being sold, or being closed; different structures use different processes.
  • Retain statutory, accounting, tax, banking, beneficial-ownership, contract, and closure records for the required periods.
  • Get Singapore and Cayman advice before managing a Singapore entity from Cayman or treating a Cayman activity as authorised under a Singapore registration.

Document tax residence and retained Singapore income

IRAS determines individual tax residence by current status and physical-presence or work rules, not by a relocation label. A work pass valid for at least one year may initially support resident treatment for a foreigner, but IRAS says the position is reviewed at tax clearance. Singapore-source income can remain taxable after departure, and retained property has separate income-tax and property-tax files.

  • Do not declare a Singapore residence outcome from the flight date or reuse the destination country's tax headline as the answer.
  • Update addresses and tax-residence self-certifications accurately; do not preserve access with stale Singapore information.

Decide the PR and Re-Entry Permit path before travel

A Singapore Permanent Resident needs a valid Re-Entry Permit to preserve PR while outside Singapore. Under ICA's rules effective 1 December 2025, a PR who leaves without a valid REP, or whose REP expires while abroad, must apply within the relevant 180-day window and successfully obtain the REP to retain PR. A timely application that is rejected still results in loss of PR status.

  • Check the current REP, passport, expiry dates, travel plan, employment basis, family sponsorship, and supporting documents before booking a long absence.
  • ICA currently allows an REP renewal application three months before expiry; verify the live eligibility and evidence rather than assuming renewal.
  • Transfer remaining REP validity promptly when a new passport of the same nationality is issued, following ICA's current process.
  • National Service obligations and family consequences can survive or be affected by PR decisions; obtain specialist advice before acting.

Treat PR renunciation as a consequential family decision

ICA says a PR may apply to renounce if intending to relocate or leave Singapore permanently, but eligibility to apply is not an instruction to do so. A main applicant's sponsored spouse and children below 21 generally renounce together, while older children use separate applications. Unresolved government matters or National Service obligations can affect the application and future Singapore outcomes.

  • Do not renounce PR to accelerate a CPF withdrawal or simplify a generic checklist without understanding the full consequences.
  • Do not predict ICA processing or outcome; incomplete documents, translations, family dependencies, and agency checks can change the file.

Open the CPF file only after status is clear

CPF Board's current account-closure route is status-specific. It says CPF accounts are for Singapore citizens and Permanent Residents, and a member who is no longer a citizen or PR must close the account. Moving to Cayman alone does not make a current citizen or PR eligible to close or withdraw CPF. Where citizenship or PR renunciation has been completed or status has been lost, follow CPF's live evidence, payment, scheme, and account-closure process.

  • Confirm current citizenship or PR status with the responsible authority before treating CPF savings as available relocation cash.
  • Review CPF LIFE, MediShield Life, investments, insurance, nominations, housing usage, outstanding liabilities, bank destination, and tax or estate implications before closure.
  • CPF publishes a general processing estimate, but document checks and payment routing can vary; do not build a non-refundable commitment around an assumed date.
  • If applying from overseas without Singpass, current CPF guidance may require witnessed and certified documents or an apostille route; check the live instructions before departure.

Cancel work and dependant passes on the right date

MOM's Employment Pass guidance puts cancellation with the employer or employment agent. For an EP, the employer must cancel when the holder no longer works for it, related family passes are cancelled with the EP, and the holder cannot work after cancellation. A person remaining in Singapore may need a Short-Term Visit Pass or another lawful status. Other work-pass types have their own procedures, so do not generalise the EP workflow.

  • Put the last day of work, notice, IR21, final pay, pass cancellation, dependant passes, lawful stay, flight, housing checkout, and insurance end dates on one calendar.
  • Ask the employer which pass-specific cancellation route applies and obtain written cancellation and any visit-pass evidence needed for departure.
  • Do not continue working after the pass is cancelled or assume a dependant can remain under a linked pass that has ended.
  • Coordinate the Singapore cancellation date with the actual Cayman permission-to-work milestone; one country's status does not create the other country's permission.

Order a Certificate of Clearance only for a real recipient

The Singapore Police Force issues the Certificate of Clearance for overseas-related purposes. Singapore citizens, PRs, and non-citizens can apply if they are at least 16 and meet the current residence, work, or study history criteria. The application needs evidence that a foreign authority or institution requires the COC and why; it is not a generic local-employment certificate.

Preserve overseas voting only if the citizen qualifies

Overseas voting is a Singapore-citizen file, not a benefit for every person departing Singapore. ELD says a qualifying citizen abroad may register as an overseas elector and choose postal voting or an allotted overseas polling station. Current registration normally depends on having resided in Singapore for at least 30 aggregate days within the three years before the applicable register cut-off, together with the other eligibility rules.

  • Check the Register of Electors, local contact address, overseas address, restoration status, Singpass access, registration, chosen voting method, and current election deadlines.
  • A citizen with an overseas NRIC address may need a Local Contact Address in Singapore for the registers.
  • Registration is generally open year-round, but applications are not processed during the statutory election window described by ELD.
  • Do not assume an overseas polling station is in Cayman or that registration remains valid after failing to vote; use ELD's current postal and polling-station instructions.

Protect Singpass, SFA, myTax, banking, and phone access

Departure work can stall if Singpass, myTax Portal, CPF, banks, insurers, brokerages, or government services depend on a Singapore SIM, registered address, device, branch visit, or one-time password that no longer works. Test the lawful overseas-recovery path before closing the number or changing status.

  • Do not share credentials, use another person's identity, or keep an inaccurate Singapore address or tax self-certification to preserve access.

Protect passport and consular continuity

Singapore citizens should check passport validity, overseas application routes, eRegistration, and emergency contacts before immigration, school, banking, or travel deadlines. Do not assume which mission covers Cayman or that a consular office can solve immigration, legal, financial, or commercial problems.

Lock the Cayman work and immigration path before spend

For most employment-led Cayman moves, the employer and the current Workforce Opportunities & Residency Cayman process control the work-permit file. A job offer, application, approval, permission to work, dependant position, and proposed start date are different milestones. Do not let Singapore pass cancellation, a booked flight, or an employer's target date stand in for Cayman permission.

  • Ask the Cayman employer or immigration professional for the current route, document list, submission owner, status milestone, proposed start-date logic, and dependant plan in writing.
  • Check passport validity, Singapore COC or other country records, medicals, qualifications, references, civil records, and dependant documents against the route actually being used.

Frequently asked questions

Do I file Form IR21 when I leave Singapore for Cayman?

Usually the Singapore employer files IR21 where tax clearance is required for a non-citizen employee. The employee supplies accurate status, travel, income, and contact information and reconciles the outcome. Singapore citizens and several PR, posting, or short-employment scenarios are treated differently, so use IRAS's current decision route rather than filing or skipping the form by assumption.

Will my employer hold my final salary for tax clearance?

Where clearance is required, IRAS generally requires the employer to withhold all monies due from the point it knows of the cessation or departure until the clearance directive permits release. Ask payroll what is included, keep a relocation cash buffer, and reconcile the live directive and actual final pay rather than budgeting from an estimate.

Can I withdraw CPF just because I am moving to Cayman?

No. CPF's closure route is for a member who is no longer a Singapore citizen or Permanent Resident. A move alone does not create that status. Do not renounce or risk PR solely for access to CPF savings; confirm the immigration, National Service, family, tax, scheme, and financial consequences first.

Should I renounce Singapore permanent residence?

This guide cannot make that decision. Retaining PR through a valid REP, applying to renounce, and losing PR under the current REP rules have different family, National Service, CPF, tax, travel, and future-Singapore consequences. Review the exact household file with ICA and the relevant advisers before acting.

Can I obtain a Singapore Certificate of Clearance after leaving?

Potentially. SPF provides online routes for citizens, PRs, current FIN holders, and eligible former FIN holders, but the applicant must meet the current age and residence, work, or study criteria and provide evidence that an overseas authority or institution requires the COC. Get the Cayman recipient's written instructions before ordering it.

Can a Singapore citizen vote from Cayman?

Potentially, if the citizen remains eligible, is on the register, satisfies the current overseas-elector criteria, and registers for postal voting or an overseas polling station. The current ELD rule generally includes at least 30 aggregate days residing in Singapore during the three-year lookback before the register cut-off.
