Build the Jamaican departure and Cayman arrival files together
Your last working day, Jamaican payroll close, tax and contribution records, police record, visa position, Cayman work-permit milestone, permission to land, health-insurance start, and family arrival can all fall on different dates. Put both countries into one dated control file before resigning, paying non-refundable costs, shipping goods, or relying on a proposed Cayman start date.
- Record each traveller's nationality, Jamaican residence or immigration status, intended and actual travel, employment or business position, retained Jamaican income and assets, and Cayman immigration route.
- Keep passports, civil records, employment and payroll evidence, TRN and NIS details, NHT records, bank statements, police-record instructions, insurance, school files, housing documents, and travel confirmations together.
- Assign an owner and deadline to every Jamaican employer, TAJ, MLSS, NHT, JCF, PICA, RGD, MFAFT, bank, insurer, school, property, courier, and Cayman handoff.
- Use written professional advice for tax residence, retained income, pensions and contributions, immigration, employment, property, family, and regulated financial decisions.
Separate passport, visa, work-permit, and landing questions
A Jamaican passport, a Cayman visitor visa or exemption, a Cayman work permit, permission to work, and permission to land are different controls. Cayman Customs & Border Control publishes special visa rules for Jamaican nationals. Its current page lists work-permit holders and named dependants among the visa exemptions, but every traveller must still satisfy the live entry and landing requirements that apply to the actual trip.
- Ask CBC, WORC, the employer, or the responsible immigration professional to identify the exact travel and work documents for each household member in writing.
- Recheck the live Jamaican-national visa page immediately before travel because exemptions, evidence, routing, and legislation can change.
- Do not buy an inflexible ticket against a proposed visa, permit, or dependant outcome.
| Control | Question to confirm | Do not assume |
|---|---|---|
| Passport | Identity, nationality, validity, blank pages, name consistency, transit rules, and the document used for the Cayman file. | A valid passport by itself authorises a visit, residence, or work. |
| Visa or exemption | Whether a visitor visa is required for this traveller, route, age, residence, third-country visa, work-permit, or dependant status. | All Jamaican nationals are visa-free, or one person's exemption covers the household. |
| Work permission | The employer, permit type, named worker, occupation, start milestone, restrictions, and dependant position. | A visitor entry, job offer, submitted application, or airline boarding decision creates permission to work. |
| Landing | Travel document, visa or exemption evidence, permit evidence, accommodation, onward or return requirement where applicable, and border decision. | A visa or permit guarantees landing or a particular period of stay. |
Choose the Jamaican status lane before closing anything
The departure file differs for a Jamaican citizen, a foreign national who has been working in Jamaica, a dual national, a self-employed person, a company owner, a pensioner, and a child. One household may contain several lanes. Identify every person's status and every linked account, benefit, contribution, record, and permission before acting.
| Status lane | Primary questions | Guardrail |
|---|---|---|
| Jamaican citizen | Passport, tax and retained income, NIS, NHT, voting or civic records, banking, property, consular continuity, and Cayman permission. | Moving does not renounce citizenship or automatically close Jamaican obligations or entitlements. |
| Foreign national leaving Jamaica | Jamaican immigration and employment close, tax, NIS and NHT history, bank and property exit, police record, home-country documents, and Cayman permission. | A benefit or refund described for migrating expatriates automatically applies to Jamaican citizens. |
| Self-employed, partner, or company officer | Continuing or closing activity, employees, contracts, licences, company records, taxes, bank access, registered address, and management after departure. | A personal flight closes a business or removes ongoing Jamaican filing and governance duties. |
| Child or dependant | Passport and consent, birth and custody records, school and health handoff, visa or permit attachment, insurance, and travel timing. | The principal applicant's file automatically supplies every dependant document or permission. |
Lock the Cayman work and immigration path before spend
For most employment-led Cayman moves, the employer and the current Workforce Opportunities & Residency Cayman process control the work-permit file. A job offer, advertised role, application, approval, permission to work, dependant position, and proposed start date are separate milestones. The Cayman immigration framework changed on 1 May 2026, so old informal advice is not a safe release gate.
- Ask the employer or immigration professional for the current route, document list, submission owner, status milestone, proposed start-date logic, and dependant plan in writing.
- Check passport validity, Jamaican or other police records, medicals, qualifications, references, role and salary evidence, civil records, and dependant documents against the route actually being used.
- Coordinate resignation, final pay, Jamaican housing, Cayman contract, probation, relocation support, insurance, pension, payroll, temporary accommodation, school, and arrival dates in one calendar.
- Keep a contingency for delayed approval, missing records, visa questions, a later family arrival, or a changed employer timetable.
Document Jamaican tax, TRN, and retained-income questions
Citizenship, a Cayman permit, a ticket, and an address change do not by themselves determine Jamaican tax residence or close a Jamaican income-tax file. The Income Tax Act contains residence, source, employment, business, post-cessation, and other rules that require the actual facts. Build a clean evidence pack and have Tax Administration Jamaica or a qualified adviser confirm the departure year and any continuing Jamaican income or filing position.
- Do not declare a residence or filing result from the travel date alone.
- Update tax-residence self-certifications and provider addresses accurately; do not preserve access with stale information.
- Retain the Jamaican origin trail for wages, savings, property proceeds, business income, gifts, or other funds later moved to Cayman.
| File | Evidence to assemble | Question to confirm |
|---|---|---|
| Employment | Contract, resignation or transfer, final payslips, employer tax and contribution records, benefits, bonus, leave, expenses, and final payment. | What remains to be filed, paid, corrected, or obtained for the departure year? |
| Property and investments | Ownership, cost, loan, valuation, rent, agent, expenses, statements, insurance, sale or lease documents, and transaction history. | What Jamaican tax, reporting, withholding, management, or source-of-funds work continues? |
| Business or professional activity | Entity and TRN details, accounts, returns, licences, contracts, employees, invoices, assets, liabilities, officers, and registered address. | Is the activity continuing, changing, or closing, and who owns every remaining obligation? |
| Access and notices | TRN, current address and contacts, e-services access, representative authority, returns, assessments, receipts, and open correspondence. | How will notices, filings, payments, objections, and records be handled from Cayman? |
Reconcile final employment and payroll evidence
A clean employer exit makes the Cayman onboarding, banking, rental, and future tax files easier. Ask the Jamaican employer to reconcile the last day worked, salary, leave, bonus, expenses, deductions, NIS and NHT records, benefits, health cover, pension or retirement plan, reference letter, and any post-departure payment before access to the old payroll system disappears.
- Compare final payslips and bank receipts with the contract, resignation or transfer letter, leave calculation, expense claims, and benefit end dates.
- Obtain evidence of the employer name, registered details, role, dates, pay, statutory deductions, and final settlement needed by the actual recipient.
- Keep work references, qualification and licence evidence, performance or training records, and contact details outside the employer account.
- Separate an employment dispute from the immigration and tax files and obtain appropriate professional advice rather than withholding or altering records.
Make the NIS decision from the contribution record
Jamaica's Ministry of Labour and Social Security describes employed, self-employed, and voluntary NIS contribution lanes. Its current guidance includes a voluntary-contributor route for a person who relocates indefinitely to a country without an applicable reciprocal social-security agreement, subject to approval. Do not assume whether Cayman qualifies or whether continuing contributions is right for the household; verify the live position with MLSS.
| NIS control | Before departure | After arrival |
|---|---|---|
| Contribution record | Confirm the correct NIS number, employer names, contribution periods, deductions, and any missing or mismatched record. | Retain statements, employer certificates, corrections, receipts, and MLSS correspondence. |
| Voluntary contribution | Ask about eligibility, approval, form, rate, payment channel, currency, evidence, and effect on benefits. | Reconfirm the arrangement after any work, residence, or reciprocal-agreement change. |
| Benefit or pension file | Check contribution conditions, nomination or dependant details, payment method, life-certificate or address needs, and open claims. | Keep overseas contact and payment instructions current without assuming portability or amount. |
Keep the NHT lane separate from NIS
NHT and NIS are different systems. NHT publishes an overseas voluntary-contribution route for eligible contributors living abroad and a separate special-refund route for foreign nationals who contributed while working in Jamaica and are leaving permanently. That migrating-expatriate refund is not a general early-refund promise for every Jamaican moving to Cayman.
- Confirm the contributor name, TRN, NIS number, employer history, payments, refund years, loan or mortgage position, account access, and contact details.
- If considering overseas voluntary contributions, verify the current eligibility evidence, payment basis, housing-benefit implications, currency, and refund rules directly with NHT.
- If the mover is a foreign national leaving Jamaica permanently, use NHT's exact migrating-expatriate instructions and do not reuse them for a Jamaican citizen without written NHT confirmation.
- Do not treat an expected contribution refund or benefit as available Cayman deposit money until eligibility, amount, recipient account, and payment are confirmed.
Order the Jamaican police record for a real recipient
The Jamaica Constabulary Force publishes separate practical instructions for applicants in Jamaica and applicants already overseas. The local route currently asks for a receipt in the applicant's name, TRN, photographs, valid identification, and a valid passport for overseas or travel purposes; the overseas route adds properly taken fingerprints, passport copy certification, photographs, payment, and return-delivery controls. Requirements and service times can change.
- Get the Cayman employer, WORC, regulator, or other recipient's written requirement before ordering: document type, countries and periods covered, recency window, original or digital format, authentication, translation, and delivery.
- Check every name, date of birth, passport, TRN, photograph, fingerprint, payment, and courier detail against the live JCF instructions.
- Order early enough for corrections but not so early that the receiving party's recency rule expires before submission.
- Keep the receipt, application evidence, tracking, collection authority where used, certificate copy, and proof of delivery together.
Build the civil-record and authentication pack recipient first
The Registrar-General's online services cover certified Jamaican birth, marriage, adoption, and death records, while Jamaica's Ministry of Foreign Affairs and Foreign Trade explains authentication, legalisation, and apostille services. MFAFT also says the receiving authority determines which documents need authentication. Start with each Cayman recipient's written instructions rather than authenticating every document by habit.
- Resolve spelling, name-order, date, parent, marriage, and status mismatches before documents are copied, certified, authenticated, or couriered.
- Track originals, certified copies, scans, seals, apostilles or legalisations, couriers, recipients, and return of originals as separate objects.
- Do not describe authentication as proof that every statement in a document is true; MFAFT describes it as a signature, stamp, seal, and apparent-authenticity process.
| Recipient | Possible records | Control questions |
|---|---|---|
| Immigration and employment | Birth, marriage, divorce, custody, adoption, name change, qualifications, police record, medicals, and employment evidence. | Original, certified copy, issue date, apostille or legalisation, translation, validity, and submission channel? |
| School and healthcare | Birth and custody records, school reports, transcripts, assessments, vaccination and clinical records, consent, and emergency contacts. | Which records must be current, sealed, certified, sent directly, or retained by the family? |
| Bank, property, and corporate | Identity, address, source of funds, tax records, powers of attorney, company records, deeds, valuations, and transaction evidence. | Who may certify, what wording is required, and will the original be returned? |
Protect passport and Jamaican consular continuity
PICA's current guidance separates first-time, renewal, lost or damaged, name-change, minor, local, and overseas passport routes. An eligible adult renewal may use the online process, but not every applicant or document state qualifies. Jamaica's October 2025 official mission list identifies the Consulate-General in Miami as concurrently accredited to the Cayman Islands; verify the current mission and any on-island honorary representation before relying on a service route.
- Check passport validity against Cayman, transit, airline, work-permit, bank, school, and planned-travel requirements, not only the departure date.
- Renew early where appropriate, but confirm whether the current passport remains usable during processing and whether the applicant must appear or use a mission route.
- Keep secure colour scans, passport and civil-record numbers, application references, consular contacts, local emergency contacts, and replacement instructions separate from the originals.
- Do not assume the accredited mission or an honorary representative can decide Cayman immigration, replace every passport type, or resolve a private legal or financial dispute.
Sequence banking, foreign exchange, and source-of-funds evidence
Jamaican account continuity and Cayman onboarding should overlap. Bank of Jamaica publishes foreign-exchange market data and authorised or cambio dealer information, but a displayed market rate is not a personal transfer quote. Compare regulated providers and keep the complete evidence trail before rent, a property deposit, school fees, a vehicle, or first-month costs depend on transferred funds.
| Money task | Confirm before acting | Evidence to retain |
|---|---|---|
| Jamaican accounts | Overseas-address policy, tax self-certification, login and 2FA, cards, transfer limits, interest, fees, dormant-account rules, and closure consequences. | Statements, bank letters, address confirmations, tax forms, support route, and account decisions. |
| Cayman onboarding | Bank-specific identity, address, employment, permit, tax-residence, source-of-funds, bank-reference, certification, and appointment requirements. | Passport, contract, permit evidence, bank reference, statements, payslips, sale or business records, and self-certifications. |
| FX and transfer | Rate, spread, sending and receiving fees, correspondent costs, settlement time, cut-off, limits, recipient details, and reversal or error process. | Quote, provider licence check, confirmations, purpose, sending and receiving statements, and source trail. |
| First-month liquidity | Temporary housing, deposits, insurance, food, phone, transport, school, utilities, and delayed payroll contingency. | Dated cash-flow plan separating committed, quoted, and estimated amounts. |
Replace Jamaican health assumptions with Cayman evidence
The Cayman Health Insurance Commission explains employer and employee responsibilities for local health insurance. Confirm the actual insurer, exact effective date, employee and dependant premiums, exclusions, network, pre-authorisation, prescriptions, emergency and overseas care, and complaints route in writing. Do not assume a Jamaican employer plan, NHF support, private policy, or travel insurance fills the Cayman gap.
| Health handoff | Questions to ask | Documents to carry |
|---|---|---|
| Cayman cover | Effective date, employer contribution, employee and dependant cost, exclusions, network, referrals, emergencies, and overseas care. | Policy schedule, membership evidence, contacts, claim instructions, and payment confirmation. |
| Jamaican closure | Employer-plan end, private policy portability, open claims, records access, final appointments, and prescription transition. | Policy and cancellation terms, claims, receipts, clinical summary, imaging, labs, referrals, and vaccination records. |
| Medication | Generic and brand names, lawful import quantity, storage, refills, Cayman prescriber needs, and pharmacy availability. | Prescription, doctor letter where appropriate, medicine list, allergies, and original labelled packaging. |
Plan housing, schools, shipping, and arrival as one system
A Cayman address affects commuting, school logistics, insurance, utilities, transport, and first-month cash. Use verified quotes and address-level checks rather than assuming a familiar Caribbean operating model. If the worker, dependants, and shipment arrive on different dates, map accommodation, document custody, transport, school, and delivery access for each phase.
- Shortlist neighborhoods by the actual work and school routes, then test them at realistic travel times before choosing a lease or purchase.
- Ask schools directly about current places, year placement, admissions evidence, deposits, refund and withdrawal terms, records, uniforms, transport, and support needs.
- Inventory what will be carried, shipped, sold, stored, or bought in Cayman; compare written door-to-door scope, customs, port, storage, delivery, and insurance assumptions.
- Review Cayman Customs & Border Control's current import rules before packing food, medication, plants, animals, vehicles, restricted goods, or high-value items.
- Keep critical identity, immigration, employment, school, health, medication, and first-week items out of checked freight where loss or delay would stop the move.
Run the first 90 days through evidence gates
Keep flexible commitments and a cash buffer until Jamaican records and money handoffs and Cayman immigration, insurance, housing, school, banking, and shipment milestones are real. Reconcile both countries after arrival rather than assuming the Jamaican file ended at the airport.
| Gate | Jamaican control | Cayman control |
|---|---|---|
| Before irreversible spend | Status map, employer and tax file, NIS and NHT decisions, police and civil-record instructions, passport and account-access test. | Written immigration milestone, entry-document route, contract, insurance plan, budget, housing and school contingencies. |
| Final two weeks | Final pay and deduction evidence, bank and phone access, records export, property or business handoffs, health records, and travel documents. | Arrival accommodation, transport, payment backup, employer handoff, phone plan, essentials, and emergency contacts. |
| First month | Confirm employer, TAJ, MLSS, NHT, JCF, PICA, RGD, bank, insurer, property, and adviser actions remain accessible. | Complete employer, immigration, insurance, bank, phone, transport, housing, school, healthcare, utilities, and emergency setup. |
| Days 31–90 | Reconcile tax, contribution records, retained income, property or business, provider notices, refunds if genuinely eligible, and unresolved documents. | Reconcile actual costs, payroll, pension, insurance, permits, dependants, licences, renewals, and source-of-funds records. |
Know where professional advice is essential
This page is a planning guide, not a Jamaican tax-residence conclusion, refund or benefit determination, visa exemption decision, Cayman work-permit or landing outcome, document-authentication instruction for a specific recipient, financial recommendation, or legal opinion. Use the official sources below to frame the file, then have the relevant Jamaican and Cayman authorities or professionals confirm material decisions in writing.
- Jamaican cross-border tax and business: residence, retained income and property, employment close, entity activity, investments, trusts, estates, and continuing filings.
- Jamaican contribution and document systems: NIS, NHT, pension or benefits, police records, civil records, passport, authentication, legalisation, apostille, and consular routing.
- Cayman immigration and employment: visa or exemption, landing, work-permit route, permission to work, dependants, medical and police evidence, start date, job changes, and renewals.
- Banking, insurance, property, school, custody, consent, powers of attorney, and regulated transfers where the receiving institution's exact requirements control.
