Short answer: confirm the exact grant and written declaration period before filing DEC28
Start with the grant decision, issue date, legal basis, current DEC28 from the live WORC inventory, prior declarations, current section 28(6A), Schedule 5 Part 1, current fee materials and written WORC instructions. Build a dated file covering both people, relationship-status changes, dependants, new children, school or tertiary details, long absence, convictions, CI$100 payment proof, submission proof and the exact retained copy. Because current official pages conflict on three versus seven years, do not stop filing or create a backdated obligation from this guide alone.

Preserve the live DEC28 version and its 2026/05 versus 2026-06 mismatch
The live Annual Declarations inventory selected a URL ending 2026-06-001f, while the three-page PDF is internally marked WORC/DEC28 (2026/05) DEC28. Its use-of-form sentence refers to Caymanian Status holders, while the title refers to the Right to be Caymanian. Save the source exactly and record both version signals. Do not silently update the terminology, warning, fields, dates, or signature language.
- Save the unedited PDF with its inventory URL, download date, page count, filename signal, internal code and SHA-256 hash.
- Compare all three pages with the prior declaration and any replacement file before carrying answers forward.
- Record missing pages, changed questions, field-order changes, revised instructions, fee wording, signature wording and submission-channel changes.
- If a direct link returns a portal shell, older PDF or redirect, return to the live inventory rather than guessing a filename.
Reconcile the seven-year law and reminder with the three-year FAQ answers
Section 28(6A), inserted by the 2025 amendment, says a person granted the right through an application under section 28(5) provides an annual declaration for seven years after grant, on the anniversary or a Board-specified date. WORC's 7 August 2026 reminder also says the first seven years. The current MCEI reform page repeats seven years in one answer but later says holders granted on or after 2 May 2023, and holders under the new framework, file until they have held the right for three years. Treat this as an unresolved official-source conflict requiring written route confirmation.

Control the anniversary, CI$100 payment and submission proof
DEC28 says forms and payment are to be completed on the anniversary of issuance and directs the declarant to send the completed form with proof of CI$100 payment to AnnualDeclarationSubmissions@gov.ky. The fees regulations separately list CI$100 for a section 28(6A) declaration. WORC's broader reminder also mentions anniversary or 1–31 December timing across declaration categories and permits email or Apollo House West delivery. Confirm the exact DEC28 date and channel before paying or filing.

Reconcile declarant, Caymanian spouse or civil partner, grant and prior declarations
DEC28 and Schedule 5 Part 1 collect identity and contact details for the declarant and the Caymanian spouse or civil partner. Build one chronology from the relationship and grant through every passport, legal-name, address, contact, status and prior-declaration change. The page does not decide whether the spouse or partner remains Caymanian, whether a record proves the relationship, or whether an inconsistency affects the right.
- Match names, former or maiden names, passport numbers, dates of birth, gender fields, physical and mailing addresses, telephone numbers and email addresses.
- Retain the grant decision, original application record, marriage or civil-partnership record, name changes, passport renewals and prior DEC28 copies.
- Create an issue list where the two people use different addresses, contact details, surnames or household records.
- Keep identity and relationship evidence access-controlled and label each copy by owner, issuer, date and purpose.
Treat the first-three-years-of-marriage relationship wording as a separate ambiguity
DEC28 and Schedule 5 Part 1 label the relationship-status section as being completed during the first three years of the marriage or civil partnership. That wording is not three years after grant and may be difficult to reconcile with the longer relationship period required before some section 28(5) applications. The form then asks whether marital or civil-partnership status changed since grant or the last declaration and requires a signed affidavit if it did. Do not rewrite the period or decide that the section can be skipped without current instruction.

Build the dependant, accompanying-status, school and tertiary schedule
The declaration asks for accompanying and non-accompanying dependants, their identity, relationship, nationality and country of residence, whether the accompanying number changed, school or institution details for relevant dependants, and full-time tertiary status for a dependant aged eighteen or older. Reconcile each person with the grant and prior declaration before filing. DEC28 is not a dependant application or status decision.
- Use one row per dependant with name, birth date, nationality, relationship, residence country and accompanying status.
- Record every addition, removal, move, age change, education change and related notification or decision.
- For school-age and adult-student records, retain only the minimum necessary enrolment evidence and protect child data.
- Obtain advice where a person is listed differently across the grant, household, school, insurance, travel or prior declaration files.
Record new children, adoption and living arrangements without making custody conclusions
DEC28 asks about children born or adopted since grant or the prior declaration. For each child, it requests the certificate name, birth date, adoption date where applicable, place of birth, whether the child lives with the declarant and, if not, the child's whereabouts and circumstances. Build a factual record and separate any family-law, parentage, custody, support, status or dependant question for review.

Prepare the five-year absence chronology and conviction record exactly
DEC28 asks whether the holder has been absent from the Islands for five years or more since the grant and whether the holder has been convicted by a court in Cayman or elsewhere since being granted the right. These are separate factual and legal lanes. Preserve primary evidence, explain uncertainty and obtain advice before compressing a complex travel or court history into a yes/no answer.
- For absence, build departure and return dates, countries, addresses, reasons, family links, Cayman home and work ties, notices and available travel evidence.
- Do not treat the five-year form question as the only possible residence, settlement, notification or revocation issue.
- For convictions, retain country, offence date, description, court, sentence or outcome, appeal or discharge record and disclosure advice.
- Separate convictions from arrests, charges, pending matters, traffic matters, expungement or rehabilitation questions unless current advice says otherwise.
- Keep travel and court records privacy-controlled and share only through a confirmed channel.
Apply no-blanks, correction, separate-sheet, personal-signature and closeout controls
DEC28 says not to leave questions blank, to use NOT APPLICABLE or N/A where appropriate, to use a separate sheet where necessary, and not to use liquid paper or correction tape. An error should be crossed out and initialled or replaced with a fresh page. The holder signs personally; agency signature is not acceptable. The form has no witness, Justice of the Peace or notary block.
