Short answer: control twelve operating lanes before the first guest
Keep twelve lanes distinct: exact property and operator; current tourism-license path; private and Planning permissions; inspection evidence; insurance and finance; manager authority; listing and booking controls; guest safety and access; personal data and payments; occupancy and tax records; hurricane and incident response; and renewal, change and closeout. The purpose is not to promise approval or profit. It is to show which responsible authority or qualified adviser must answer each open question and what evidence should survive the answer.
| Lane | Preserve | Do not infer |
|---|---|---|
| Permission and licence | Exact property, owner/operator, intended stay model, current official application, inspection, licence and private-permission evidence. | That ownership, a listing account, a historic licence or an agent's statement authorizes operation. |
| Operations and records | Guest terms, access, safety, cleaning, maintenance, complaints, booking, occupancy, tax and payment records. | That a completed stay, platform payout or submitted form proves compliance, tax treatment or service quality. |
| Risk and continuity | Insurance questions, incident response, hurricane plan, data controls, renewals, manager changes and owner handover. | That one inspection, policy schedule, caretaker visit or quiet season resolves every risk or responsibility. |
Fix the exact property, owner, operator and accommodation model
Record the island, address, block and parcel or strata lot, unit and included areas, registered owner, applicant or licensee, booking and payment entity, local manager, maximum represented occupancy, stay pattern, owner-use periods, shared amenities, parking, storage and any food, transport, event or other service. Use the exact current application materials and professional advice to decide which facts matter. Do not copy another property's category, capacity, fees, approvals or licence position.
| Identity lane | Record | Question owner |
|---|---|---|
| Property | Exact identifiers, rooms and beds represented, access areas, common property, utilities, safety systems and known works. | Department of Tourism, Planning, strata and qualified property professionals for their separate scopes. |
| People and entities | Owner, applicant, licensee, platform host, payment recipient, manager, cleaners, maintenance and emergency contacts. | Cayman legal, tax, insurance and licensing advisers where authority or responsibility is unclear. |
| Operating model | Visitor stays, owner blocks, direct and platform bookings, included services, guest profile and intended opening date. | The responsible authority or adviser for classification, licensing, business, tax and contract questions. |
Use the current Department of Tourism licence path
The Department of Tourism's current licensing page says short-term rentals for visitors require a Tourism Accommodation License, the application is annual, inspections form part of the process, and a property should not promote itself or accept visitors until the license has been issued. Treat that page and its current application materials as the starting route, then confirm the exact category, documents, fees, payment method, inspection sequence, timing and any change-of-owner or change-of-operator step directly with the Department.
- Save the exact official webpage and form version used, access date, submitted package, receipt, correspondence, inspection appointments, findings, responses and issued licence evidence.
- Keep first application, annual renewal, ownership change, operator change, property alteration and reopening questions separate rather than assuming one prior process covers all events.
- Do not publish an opening date, licence number, approved capacity, inspection status or government affiliation until the responsible record supports the exact statement.
- A submitted application, paid fee or booked inspection is not an issued licence or permission to accept guests.
Build an inspection evidence pack, not a cosmetic punch list
Department of Tourism materials route properties through Tourism, Department of Environmental Health and Cayman Islands Fire Service checks. The published checklists identify different evidence and physical-condition questions for condos, apartments, villas and other properties. Use the checklist for the exact category and current instructions, then assign qualified people to resolve findings. This page does not inspect a property or tell a reader how to perform fire, electrical, gas, food-safety, structural or other technical work.
| Inspection lane | Owner file | Boundary |
|---|---|---|
| Tourism and property standard | Current checklist, room/amenity schedule, dated condition evidence, policies, guest information and finding-response log. | A styled or recently renovated unit is not proof that the applicable requirements are met. |
| Fire and life safety | Responsible authority or qualified-provider records, equipment/service evidence, evacuation information, findings and closure evidence. | No DIY test, placement, certification, occupancy or safe-use conclusion from this guide. |
| Environmental health | Cleaning, waste, water, pest, pool or food-related records where applicable, plus inspection findings and qualified responses. | A cleaning invoice or visual check does not certify public-health compliance or water, pool or food safety. |
Separate tourism licensing from private, Planning and insurance answers
A tourism licence does not by itself answer title, strata, lease, mortgage, Planning, Building Control, insurance, neighbour, access or utility questions. Obtain the current Land Registry and strata documents where relevant, written lender and insurer answers for the intended use, and responsible Planning or professional review for the exact property and any works or change. Keep every answer attributed to its source and scope.
| Decision lane | Evidence to request | Do not combine |
|---|---|---|
| Strata and private rules | Current bylaws, resolutions, house rules, guest access, parking, noise, security, common-area and manager requirements, with legal review where needed. | Do not treat silence, historic bookings or one committee email as permanent permission. |
| Planning and building records | Current records, approved use and layout, relevant permits or completion evidence, and professional advice on any discrepancy or proposed work. | Do not treat tourism inspection as Planning approval or a complete building-record review. |
| Insurance and finance | Written insurer/broker and lender answers for tourist use, occupancy, owner use, management, contents, liability, storm, loss and notification facts. | Do not infer coverage, lender consent or acceptable risk from premium payment or a generic schedule. |
Create a guest safety, access and incident operating file
Before each stay, define the exact check-in route, authorized occupancy, parking and common-area rules, keys or codes, emergency contacts, evacuation and official-alert information, property hazards, maintenance reporting, prohibited activity and checkout. Give guests useful instructions without asking them to diagnose systems or perform unsafe work. Every incident should open a dated record with safety first and responsibility, coverage and legal conclusions left to the proper parties.
- Keep access credentials unique where practical, time-bound where supported, and reconciled after checkout; document lost keys, unexplained access and resets.
- Separate emergency-service contact, immediate safety, owner/manager notice, insurer notice, strata contact and qualified repair assessment into clear lanes.
- Preserve the first report, exact location, time, neutral observations, photographs where lawful, messages, instructions, access, mitigation, work records and unresolved decisions.
- Do not direct guests, cleaners or managers into fire, electrical, gas, floodwater, structural, violence, medical or post-storm hazards.
Control guest data, cameras, payments and platform access
Booking names, contact details, IDs, payment information, access logs, camera footage, complaints and incident records can involve personal data and security risk. Apply appropriate notice, purpose, access, sharing, security, retention and incident controls under Cayman advice. The Ombudsman's security principle is a decision perimeter, not a compliance certificate. Keep cameras and monitoring transparent, property-specific and separately reviewed for platform, contract, strata and legal requirements.
| Data lane | Control | Do not assume |
|---|---|---|
| Guest and booking data | Define what is collected, why, where it is stored, who can access it, sharing, retention and deletion or dispute holds. | That platform storage removes the owner's or manager's responsibilities. |
| Credentials and devices | Named administrators, multifactor authentication, recovery routes, offboarding, code changes, device inventory and security incidents. | That a shared password, old manager account or unchanged lock code is an acceptable handover. |
| Payments and fraud | Approved payment channels, invoice identity, payout reconciliation, refund authority and independent change verification. | That a branded email, platform message or urgent request proves payee identity. |
Keep occupancy and Tourist Accommodation Tax records auditable
The Department of Tourism's current tax page says licensed properties must charge and remit a 13% Tourist Accommodation Tax, submit monthly reports by the 28th of the following month, and file a report even when no tax is payable. Use the current official portal and instructions, reconcile the records before submission, and obtain Cayman tax or accounting advice for the exact operator and transaction. This guide does not calculate tax, decide exemptions, classify a payment or prepare a return.
| Record | Reconcile | Open question |
|---|---|---|
| Stay and occupancy ledger | Arrival/departure, unit, guest count, booking channel, cancelled/no-show/owner-use blocks and source booking record. | Which stays, charges or adjustments belong in the official report for this operator? |
| Revenue and tax ledger | Gross accommodation charges, discounts, refunds, platform collection, direct collection, tax shown, payout and bank receipt. | Who collected and remits each amount, and how are corrections handled? |
| Submission and payment file | Prepared report, reviewer, portal receipt, payment evidence, nil report where applicable, correspondence and corrections. | What retention, audit and adviser-support records apply to the exact business? |
Keep listings and guest promises inside the evidence
Every listing, direct-booking page and guest message should match the issued licence position, actual property, approved or represented capacity, available amenities, access, fees, policies, construction or outage facts, accessibility features and service limits. Save dated versions of material listing changes. Do not imply government endorsement, guaranteed safety, guaranteed storm continuity, guaranteed views or access, or a service the owner cannot reliably deliver.
- Match the property name, address or location description, unit, room/bed facts, occupancy, parking, pool, beach, dock, generator, elevator and accessibility statements to current evidence.
- Disclose material limitations and known interruptions through responsible legal and platform advice rather than hiding them in generic house rules.
- Keep direct-booking terms, platform terms, cancellation, deposits, damage, fees and complaint paths consistent enough to reconcile a dispute.
- Archive the listing and guest terms applicable to each booking instead of overwriting the only copy when terms change.
Build hurricane, outage and reopening decisions around official information
Use Hazard Management Cayman Islands and official weather information for severe-weather monitoring. Define who watches alerts, contacts current and arriving guests, pauses arrivals or operations under responsible advice, protects records, handles only safely authorized preparation, preserves pre-event evidence and reports after impact. Reopening belongs to the responsible authorities, owner, insurer, strata and qualified professionals for their scopes; a platform calendar or visual walkthrough is not a reopening certificate.
| Stage | Preserve | Safety boundary |
|---|---|---|
| Preparedness | Official sources, guest contact tree, cancellation/relocation authority, property plan, insurer contacts, records backup and safe task limits. | No improvised roof, shutter, ladder, generator, electrical, tree or floodwater work. |
| Warning or impact | Alert times, messages, booking decisions, occupancy, access restrictions, known conditions and emergency contacts. | Do not send guests, cleaners or managers into unsafe conditions or rely on remote images as a full assessment. |
| Post-event and reopening | Official access information, safe observations, incident notice, insurer instructions, qualified assessments, repairs and written reopening decisions. | No habitability, structural, electrical, water, fire, contamination, coverage or safe-occupancy conclusion from this guide. |
Run renewal, ownership change and manager handover as controlled projects
Maintain a calendar for licence expiry, inspections, tax and occupancy reporting, insurance, strata records, supplier services, safety equipment, platform administrators and professional reviews. When ownership, applicant, operator, manager, property configuration, capacity or services change, ask the responsible authority which notice, application, inspection or other action is required. Do not assume a licence, account, review history or inspection transfers automatically.
- Start renewal from the current official route and compare the property and operating facts with the prior submission before copying anything forward.
- Reconcile every open inspection item, complaint, incident, refund, chargeback, tax correction, repair, insurance issue and guest-data hold before declaring handover complete.
- Transfer or close listing accounts, calendars, domains, phone numbers, payment routes, licences, records, keys, codes, devices, supplier contracts and guest communications through written authority.
- Revoke old access, preserve required records and record which facts remain unresolved, with a named decision owner and deadline.
