Short answer: make waste setup address-specific
The Department of Environmental Health publishes solid-waste, waste-collection, waste-disposal, recycling, and garbage-fee resources. Use those pages as the official baseline, then confirm the exact address with the landlord, strata, property manager, or DEH where needed. A condo, standalone home, strata property, short bridge rental, and Sister Islands home can all have different practical handoffs.
- Save the current DEH waste collection, disposal, recycling, and garbage-fee pages with the date checked.
- Confirm who supplies bins, where they live, when they are placed out, and who brings them back in.
- Ask whether garbage fees are tenant-paid, landlord-paid, strata-included, or managed another way for the property.
- Separate ordinary household waste, recycling, bulk items, hazardous materials, construction debris, and commercial waste before disposal.
Before signing or move-in: ask who owns the routine
Waste collection is a housing operating question, not just a government-service question. Before you take possession, get the household routine in writing so weekly garbage, recycling, packaging, old furniture, and strata-bin issues do not become an argument after the first missed collection.
| Question | Who should answer | Record to keep |
|---|---|---|
| Where are the bins or collection point? | Landlord, agent, strata manager, or property manager. | Photo or map note showing household bin, shared enclosure, chute, room, or roadside point. |
| Who pays garbage fees? | Lease contact, landlord, strata manager, or DEH account holder. | Lease wording, invoice, fee portal note, or written responsibility confirmation. |
| What is the collection routine? | Property manager, landlord, strata, neighbours, or DEH where applicable. | Collection-day note, bin-placement instruction, and missed-collection contact. |
| What can be recycled? | DEH resources plus building-specific rules. | Current recycling page link and building recycling-location note. |
| How is bulk waste handled? | DEH, landlord, strata, or property manager. | Bulk-waste booking/payment route, approval note, and allowed-item guidance. |
DEH baseline: collection, disposal, recycling, fees
DEH's current site separates solid waste management, waste collection, waste disposal, recycling, and garbage fees. Keep those as separate checks. A page that explains recycling does not automatically answer fee responsibility, and a disposal page does not prove your building accepts a bulky item in its shared bin area.
| DEH resource | Use it for | Do not assume |
|---|---|---|
| Solid Waste Management | Overview of waste collection, waste disposal, recycling, garbage-fee, and related service areas. | That every item, address, or building routine is covered the same way. |
| Waste Collection | Collection-service context and household routine questions. | That a schedule, route, or bin location is unchanged for your exact address. |
| Waste Disposal | Landfill, drop-off, derelict vehicle, hazardous waste, vegetation, scrap metal, and used-oil context. | That a rental building or strata lets tenants dispose of those items without approval. |
| Recycling | Recycling-center and recycling-program context. | That every building has on-site recycling or accepts the same material stream. |
| Garbage Fees | Current fee-payment portal and receipt trail. | That the tenant, owner, strata, or property manager is the paying party. |
Move-in packaging and first-week waste plan
The first week can create the most waste: cardboard, packing paper, plastic wrap, foam, delivery packaging, grocery bags, broken small items, and old items left by a prior occupant. Plan the first disposal pass before furniture delivery and grocery stocking start.
- Break down boxes only after checking whether return, warranty, or damage claims require original packaging.
- Separate clean cardboard, bottles, cans, and other recyclable items according to the current DEH recycling guidance and building rules.
- Do not overload shared bins with one move-in's packaging without checking building expectations.
- Ask delivery teams whether they remove packaging, pallets, crates, or old appliances, and keep that note with the invoice.
- Photograph prior-tenant waste, damaged bins, blocked enclosures, or overflowing shared areas at handover so responsibility is clear.
Strata and rental-building handoff
Many practical waste rules are not on a government page. A strata or building manager may control bin rooms, chutes, recycling areas, bulky-item approvals, elevator access, pest-control routines, move-in loading windows, and penalties for leaving items in common areas.
| Building item | Ask for | Why it matters |
|---|---|---|
| Bin room or enclosure | Location, access code or key, opening hours, camera or security rules, and cleaning expectations. | Tenants need a daily routine that does not create strata complaints. |
| Garbage chute | Accepted bags, prohibited items, size limits, and what to do with cardboard or bulky packaging. | Chutes are not a substitute for bulk or recycling disposal. |
| Recycling area | Material types, sorting rules, contamination cautions, and collection point. | Wrong materials can create mess, fines, or rejected recycling. |
| Move-in waste | Whether delivery packaging, mattresses, furniture, or pallets require advance approval. | Move-in day can overwhelm shared areas if nobody plans it. |
| Pest control | Who reports bin-room issues, missed collection, odour, rodents, insects, or blocked access. | Waste routines quickly become health and neighbour issues. |
Bulk waste and old furniture decisions
Bulk waste is where newcomers most often need a written plan. Furniture, mattresses, appliances, pallets, construction remnants, and derelict items may need DEH, strata, landlord, delivery-company, charity, resale, or private-haul decisions rather than being left beside ordinary bins.
- Before buying bulky replacements, ask whether the supplier removes packaging or old items and whether strata requires a delivery window.
- Before discarding landlord-owned or furnished-rental items, get written permission and update the inventory file.
- Use DEH's current waste-disposal and services pages for official disposal-route context, then confirm the exact item and booking/payment process.
- For mattresses, appliances, furniture, vegetation, scrap metal, used oil, or hazardous materials, do not rely on ordinary household-bin assumptions.
- Keep bulk-waste booking, receipt, item photos, landlord approval, and removal confirmation in the move-in folder.
Garbage-fee and receipt control
DEH launched an online garbage-fee payment portal in June 2026. For movers, the practical question is not only whether the portal exists. It is who is responsible for the account, what property or customer reference is used, whether rent or strata covers the cost, and where payment receipts should be stored.
| Fee-control item | What to confirm | Evidence to keep |
|---|---|---|
| Responsible party | Tenant, owner, landlord, strata, property manager, or business account holder. | Lease clause, invoice, building note, or written owner/manager confirmation. |
| Payment route | Whether payment is made through DEH's portal, landlord reimbursement, strata account, or another arrangement. | Portal receipt, invoice, reimbursement proof, or rent/strata statement. |
| Reference details | Property address, customer number, account name, or other current payment reference. | Screenshot or written instruction with private details stored securely. |
| Change of tenancy | Whether a tenant move changes the account, payer, mailing address, or reimbursement flow. | Move-in and move-out fee notes saved with utility and rent records. |
What not to put in the ordinary garbage routine
Do not let a simple first-week checklist turn into risky disposal advice. Hazardous waste, used oil, chemicals, batteries, construction debris, commercial waste, medical or biohazard items, derelict vehicles, vegetation, and large appliances should be checked against current DEH guidance and the relevant landlord, strata, or professional route.
- Treat paint, solvents, oils, chemicals, electronics, batteries, and sharp or medical items as special-case questions.
- Keep renovation debris and contractor waste outside the household-waste routine unless the responsible contractor and building rules are clear.
- If a delivery or repair vendor creates waste, ask in advance who removes it and whether the building needs approval.
- After storms, separate ordinary household cleanup from vegetation, damaged appliances, hazardous materials, and insurance-claim evidence.
- When in doubt, ask DEH or the responsible property contact before putting the item in shared bins or common areas.
First-month waste routine checklist
After move-in, review the routine once a week for the first month. The goal is not to micromanage garbage. It is to catch the ordinary operational gaps that make a rental feel poorly run: missed collection, blocked bins, unclear fee responsibility, overflowing recycling, pest issues, or bulk items without a plan.
| Week | Check | Decision |
|---|---|---|
| Week 1 | Can everyone in the household find bins, recycling, collection points, and building rules? | Share the address file and save contact details. |
| Week 2 | Did collection happen as expected, and did any fee or account question appear? | Clarify with landlord, strata, property manager, or DEH as needed. |
| Week 3 | Are recycling and packaging volumes manageable? | Adjust grocery, delivery, furniture, and bulk-buy routines. |
| Week 4 | Are there pest, odour, bin-room, bulk-waste, or neighbour issues? | Create a simple maintenance or strata note before renewal habits set in. |
When to ask for help
Ask for help when the address file conflicts with reality: unclear fee responsibility, repeated missed collection, damaged or missing bins, unsafe bin areas, pests, overflowing shared spaces, large-item disposal, storm debris, hazardous materials, or landlord/strata disagreement over who must act.
- Ask the landlord, agent, or property manager for building-specific waste, recycling, and bulk-item rules.
- Ask strata management for common-area, elevator, bin-room, camera, recycling, and penalty rules.
- Ask DEH for current official guidance on waste collection, disposal, recycling, garbage fees, and special waste questions.
- Use a local move-in or housing review when waste setup is tangled with lease, strata, utilities, furniture delivery, or property-management issues.
