A signed lease and paid deposit do not finish the rental setup. The practical handover is when access, meter responsibility, utility state, building rules, maintenance contacts, and condition evidence move from agent or landlord conversation into a dated record you can use later.
- Schedule handover when there is enough daylight and phone battery to photograph meters, rooms, access items, and visible defects.

Handover-day sequence
The goal is not to turn move-in into a legal argument. It is to create a calm, practical record before everyone is busy, tired, and trying to find sheets, groceries, WiFi, and dinner.

Meter readings and utility responsibility
Utility setup is its own planning task, but handover day is when you prove the start condition. Water Authority-Cayman publishes water and sewerage service application packages, OfReg provides ICT regulator context, and private providers may still need exact-address checks, landlord or strata permission, and account-specific instructions.
- Photograph electricity and water meters if they are accessible and safe to reach; if not, note who controls access and how the starting reading will be confirmed.
- Ask whether water is Water Authority-Cayman, Cayman Water, strata-managed, landlord-managed, or separately billed.
- Record whether internet equipment is already active, awaiting installation, owned by a prior tenant, or landlord-controlled.
- Keep first-bill, transfer, application, deposit, appointment, and provider-equipment records in the same folder as the handover note.
- If CUC or another provider's current instructions differ from what the landlord says, preserve both and ask for written clarification before relying on the handover conversation.
Keys, access, and building control points
Access problems can affect safety, parking, deliveries, children, pets, cleaners, strata rules, and emergency repairs. Treat small access items as part of the property record, not loose pocket contents.

- Log the date, time, room, issue, photo reference, impact, and requested next step.
- Separate urgent issues such as water leaks, lock security, no AC, unsafe electrics, broken appliances, pest problems, or blocked access from cosmetic observations.
- Do not repair, replace, repaint, discard, or alter landlord property without written permission unless there is an immediate safety issue and the right contact has been notified.
- If the issue affects a furnished item, cross-reference the furnished inventory rather than creating a separate mystery thread.
- If the issue affects utilities or building services, include provider account context, meter photos, and strata or property-manager instructions.
When to slow down before accepting the file as complete
A handover file does not need every answer before you sleep in the unit, but some gaps deserve written clarification before you treat the move-in as settled.
- The person handing over keys cannot explain who owns or manages the property, who receives repair requests, or who can approve urgent work.
- Meter readings, utility responsibility, or provider accounts are unclear and no plan exists for the first bill.
- Keys, fobs, parking, mailbox, alarm, storage, or strata access are missing or untested.
- You are asked to sign that the unit is clean, complete, and functioning before you have inspected it.
- A promised repair, replacement, cleaning, pest treatment, AC service, or furnished item is not documented in writing.
Turn the handover into a simple packet
The best output is a concise packet that a landlord, agent, property manager, lawyer, insurer, or future you can understand without reconstructing the first week from chat messages.
- Create sections for access items, meters/utilities, photos, issue log, contacts, strata rules, and acknowledgements.
- Name files by date, room, and item so photos can be found quickly later.
- Keep originals where possible and avoid editing evidence images.
- Repeat the same structure at move-out, using the move-in packet as the baseline.
