Short answer: use the central DES route
DES says government-school applications must use its Registration Portal and parents should not visit individual schools to apply or check space. For children with additional learning needs, Student Services reviews the submitted evidence to consider mainstream support and whether Specialist Placement Panel review is needed. Lighthouse placement depends on the specialist requirements and panel approval—not a parent selecting the school in the ordinary catchment process.
- Start with the live DES registration guidance and current registration form, not a direct request to Lighthouse School.
- Build one current child file covering learning, communication, behaviour, health, sensory or physical needs, present provision, and functional support.
- Ask DES to confirm whether the file remains on a mainstream pathway or requires Specialist Placement Panel review.
- Keep every submission, consent, request for more information, decision, placement condition, and transition action in writing.
- Do not treat a diagnosis, overseas specialist-school place, assessment, waiting-list reference, or school visit as a Cayman placement decision.
Separate registration, review, and placement
Families can lose time when three different stages are collapsed into one. Registration establishes the government-school application and its identity, immigration, residence, custody, academic, and support evidence. Student Services reviews what the child may need. The SPP decision route applies only where DES sends the case for specialist consideration.

Know what the current DES guidance does and does not say
The February 2026 DES guidance describes Lighthouse as Grand Cayman's specialist provision for compulsory-age students with significant special educational needs and disabilities. It says placement is based on Lighthouse requirements and SPP approval. It does not publish a parent-facing score, automatic diagnosis list, guaranteed place, processing time, or outcome formula.
- DES currently identifies one specialist school in Grand Cayman and a specialist age range of students who are five through sixteen before 1 September of the relevant academic year.
- The ordinary government system does not maintain waiting lists except for Lighthouse School; DES says that waiting list is maintained centrally.
- Lighthouse is an exception to ordinary catchment placement, but the registration file still requires the relevant identity, immigration, residence, custody, and other evidence.
- DES says SPP decisions will be provided to parents or guardians and families will be contacted if more information is needed.
- Recheck the live guidance because registration windows, forms, evidence, contacts, and process can change by academic year.
Build the child-specific evidence file
The strongest file explains the child's current functioning and provision rather than relying on a label alone. Put the newest evidence first, identify what is historical, and retain the full original report behind a short index. Ask DES which items must be current, translated, certified, or sent directly.

Translate an overseas file without declaring equivalence
An overseas IEP, EHCP, 504 Plan, statement, diagnosis, specialist-school placement, or insurer report can be important evidence, but it is not automatically a Cayman Statement of Eligibility or a Lighthouse placement decision. Give DES enough context to understand the terminology, measures, current support, and change over time without rewriting the professional conclusions.
- Add a one-page index naming each document, country or system, author, qualification, assessment date, review date, and purpose.
- Explain school year or grade, curriculum, attendance pattern, class setting, adult support, therapies, assistive technology, transport, health and safeguarding needs.
- Include the assessment instrument and date where the report gives them; do not convert scores, diagnoses, or categories yourself.
- Ask whether certified translation, credential evidence, original reports, raw-score appendices, or direct practitioner contact is required.
- Keep the original wording and mark parent summaries as parent-prepared rather than clinical, psychological, or DES conclusions.
Use the Code of Practice as process context
The 2021 Cayman Code of Practice describes a graduated assess, plan, do, review cycle, school-based support teams, parent and child involvement, formal assessment, Statements of Eligibility, learning support plans, annual review, and transitions. It is valuable process context, but the current DES registration guidance and child-specific written decision control the live placement workflow.

Control consent, privacy, and document receipt
Support files can contain unusually sensitive information about a child and family. Send only through the route DES or the receiving team accepts, track who received what, and separate consent to share information from agreement with a recommendation or placement decision.
- Ask which documents belong in the registration portal and which should be sent securely to Student Services or another named owner.
- Record each parent or guardian's authority and signature requirement before submitting assessment, custody, health, or safeguarding material.
- Keep a disclosure log: file name, version, date, recipient, secure method, purpose, and receipt confirmation.
- Ask how confidential school or practitioner reports should be sent directly and whether the family receives confirmation without confidential content.
- Store the master file outside school portals and share only the version required for the current decision.
Plan around the current registration window—not a guessed timeline
DES currently publishes a standard registration period from 1 March to 30 June for the upcoming academic year, followed by a late period from 1 July to 30 November. Late applications are processed after standard applications and are subject to availability and delay. That calendar is not a published specialist-panel turnaround time.
- Submit within the live registration window where possible and preserve the portal receipt and academic year.
- If the family is arriving mid-cycle or after the portal closes, use the current DES instructions rather than asking Lighthouse directly for an exception.
- Ask whether the Lighthouse waiting-list status, if relevant, is separate from registration completeness or panel review.
- Keep the current education arrangement, travel, housing, work dates, care, therapies, transport, and backup plan reversible until written next steps are clear.
- Do not quote a processing time, waiting-list position, school start, staffing level, transport service, or placement probability unless DES provides it for the child in writing.
Read school and OES material for context only
Lighthouse's current school page and OES profile help families understand the setting, adapted curriculum, contact route, and recent public quality evidence. They do not replace DES registration, Student Services review, SPP approval, live availability, or a child-specific transition plan.
- Use the current Lighthouse page to understand the school's stated approach and identify practical orientation or transition questions after DES directs the case.
- Use the exact OES institution profile and most recent report or audit rather than relying on an old rating screenshot or third-party summary.
- Ask what has changed since the public report and what the assigned programme means for this child's communication, independence, curriculum, therapies, health, transport, and family routines.
- Do not turn an OES rating into an eligibility, capacity, service, fit, or outcome claim.
Close the decision and transition file
A decision becomes operational only when the family knows the placement route, evidence received, conditions, start plan, support owners, and review date. Keep the process calm and child-centred, and use the formal DES route for any registration decision question rather than asking the child or school gate staff to resolve it.
- Request the written decision, date, academic year, placement or pathway, conditions, outstanding evidence, next contact, and review route.
- If the application progresses to a mainstream catchment school, confirm that the assessment reached the school and the SENCO has been informed, as DES describes.
- If SPP review occurs, record the panel decision supplied to the family and every transition dependency it creates.
- Confirm orientation, start date, school-day routine, health and medication handoff, communication and mobility supports, transport, equipment, therapies, and emergency contacts only with the assigned owners.
- Set one tracker for open items, responsible person, evidence sent, receipt, decision, deadline, and first review; retain it for later annual review or transfer.
