Short answer: use the transfer form only for an in-system move
DES currently publishes two transfer reasons: a family move that changes the student's government-school catchment, or health and safety concerns arising at the current catchment school. The student must already be moving between government schools. Private-school and home-school entrants use the Student Registration Form instead.
- Read the live registration guidelines and current Student Transfer Request Form instructions before gathering documents.
- Confirm in writing which route DES says applies before withdrawing, stopping attendance, changing transport, or buying a new uniform.
- Treat the current school as active until DES confirms the decision, assigned school, effective date, and transition owner.
- Keep the form receipt, every upload, requests for more information, the written decision, and the receiving-school handoff together.
- Do not visit the requested school to apply or check space; DES says schools do not approve government placement.
Choose the correct DES route before you submit
Transfer, registration, out-of-catchment consideration, managed move, and withdrawal are different processes. Using the wrong label can create a missing-evidence loop or a false assumption that a preferred school has accepted the child.

Build the current 2026/27 transfer file
The live DES forms page lists the core transfer uploads. Prepare clean, current copies before opening the external form, but recheck the page at submission because accepted formats, contacts, forms, and school-year instructions can change.

For an address change, prove the new catchment carefully
DES determines catchment from the student's primary home living address and a factual assessment of residence, care, custody, and control. The current guidance requires current address evidence, and it warns that false address or custody information can cause rejection. A signed lease alone should not be treated as a transfer decision.
- Check the live DES street-boundary page against the exact home address; do not rely on an estate-agent label, postcode-style shorthand, or an old screenshot.
- Use two acceptable proofs from different sources where DES requires them; current guidance includes recent utility or job evidence, vehicle records, government ID, and signed lease material depending on the living arrangement.
- If utilities are not in the parent or guardian's name, follow the current affidavit and homeowner-support requirements instead of editing documents or borrowing an address.
- Record the move-in date, current school, identified new catchment school, student year group, and the date each proof was issued.
- Keep housing, commute, school-run, and childcare commitments reversible because a new address does not remove the space-availability condition.
For health and safety, preserve the school-level chronology
DES asks for a cover letter explaining the concerns and why the specific out-of-catchment school was chosen, plus relevant communications, formal complaints, school responses, outcomes, and actions. DES may contact the current school, request more information, and present the case to the Registration Panel.
- Write a dated, factual chronology that separates observed events, the child's account, third-party records, parent concerns, school responses, and unresolved items.
- Attach the original correspondence and records rather than rewriting them into stronger conclusions.
- State what was raised at school level, when, to whom, what action was taken, and why the concern remains unresolved.
- Keep health, safeguarding, counselling, disability, complaint, and family information to what DES says is relevant; use the accepted secure route.
- Do not promise the child a particular school or outcome: DES says the Panel may deny a request if findings are unfounded or the school dealt with the concern satisfactorily.
Plan around Terms 1 and 2—not a guessed processing time
Current DES guidance says transfers are actioned for Terms 1 and 2. It says no transfers take place in Term 3 except exceptional circumstances presented to the DES Appeals Panel; otherwise the student finishes the year at the current school and the transfer is processed for the next academic year. The current calendar confirms term dates, but neither page publishes a general transfer turnaround time.
- Use the current government-school calendar to identify the term and teaching-day consequences for the child.
- Ask DES when a complete request should be submitted for the intended term and what event starts its review; do not invent a deadline from the calendar.
- If the family moves address in Term 3, plan transport and attendance at the current school unless DES gives written exceptional instructions.
- For a claimed Term 3 exception, ask what evidence the Appeals Panel requires and keep the current education arrangement active while that route is considered.
- Do not book work travel, care, transport, or housing around an assumed approval date or school start.
Separate space availability from a DES managed move
A transfer request is subject to year-group space at the new school. Separately, DES says its Registration Team may offer a managed move when there is no space at the catchment school. That offer can be permanent, requires signed acceptance from the responsible adults, and can place transport responsibility on the family.

Control consent, privacy, and document receipt
Transfer files can contain identity, custody, address, education, disability, health, complaint, and safeguarding information. DES says it processes children's data for school registration and administration, catchment, and support purposes under its privacy framework. Share the current required file through the accepted channel and preserve a receipt trail.
- Confirm who has parental responsibility and who must sign before submitting the form or consent letter.
- Do not email sensitive attachments to a familiar school contact unless DES says that is the accepted transfer route.
- Keep a disclosure log with file name, version, date, recipient, secure method, purpose, and receipt confirmation.
- Ask how corrections should be made if the address, consent, school evidence, or family circumstances change during review.
- Store one master file outside the portal and share only the version required for the current decision.
Keep the current school stable until the handoff is written
The transfer is operational only when the family has a written decision, assigned school, effective date, and receiving-school start plan. Until then, maintain attendance and the current transport, health, support, and safeguarding arrangements unless DES or another competent authority gives different written instructions.
- Ask who tells the current and receiving schools, when the student record moves, and which parent actions are still required.
- Confirm the last day, first day, class or year group, orientation, uniform, school run, authorised pickups, meals, devices, activities, and emergency contacts.
- Track reports, attendance, learning-support plans, educational psychology, medical or medication plans, counselling or safeguarding handoffs, and confidential records by receipt rather than assumption.
- If the child has additional learning needs, confirm the named receiving-school support owner and first review date.
- Give the child an age-appropriate transition plan without sharing adult complaint material or promising an outcome before DES decides.
Close the decision file without inventing an appeal right
Ask DES for the written outcome, reason, assigned school, effective date, conditions, evidence still required, and the current review route for the exact decision. The published guidance names the DES Appeals Panel for exceptional Term 3 transfer requests and separately describes appeals for registration and out-of-catchment decisions; it does not publish one universal appeal promise for every transfer outcome.
- Retain the form receipt, evidence index, requests for more information, school responses where shared, panel or DES outcome, and transition confirmation.
- If the request is denied or delayed, ask DES in writing whether correction, reconsideration, exceptional review, next-term processing, or a new application applies.
- Do not ask the current or requested school to override DES placement or appeal instructions.
- Keep one tracker for owner, open item, evidence sent, receipt, decision, effective date, transport, first day, and first review.
- Recheck the live DES guidance before acting because forms, terms, contacts, evidence, and review routes can change.
