Build an Irish departure file and a Cayman arrival file
Your flight date, Irish tax-residence position, employment end date, property decision, social-protection updates, Cayman work-permit milestone, insurance start, and family arrival may all differ. Put both sides of the move into one dated control file before resigning, changing payroll, leasing property, shipping goods, or relying on a Cayman start date.
- Record intended and actual travel days, employment changes, accommodation, family location, Irish property use, income sources, and the Cayman work or residency route.
- Keep passports, contracts, P45 or payroll records, Revenue correspondence, leases, property records, bank statements, insurance evidence, school records, and travel confirmations together.
- Assign an owner and deadline to every employer, Revenue, Department of Social Protection, bank, insurer, school, property, and professional-adviser handoff.
- Use written professional advice for tax, immigration, employment, pension, property, and regulated financial decisions rather than treating a relocation checklist as a conclusion.
Separate residence, ordinary residence, and domicile
Irish Revenue treats tax residence, ordinary residence, and domicile as distinct concepts. The usual individual residence tests are 183 days in one tax year or 280 days across the current and preceding tax years, subject to the current-year 30-day floor. Any part of a day generally counts. Ordinary residence can continue after departure, while domicile is a more enduring general-law concept. None should be inferred from a Cayman permit or address change alone.
- Ask an Irish cross-border tax adviser to document the departure-year and first full Cayman-year positions separately.
- Preserve evidence around accommodation, employment, family, property, habitual life, and intention; a day count does not answer every tax question.
- Do not describe the move as automatically ending Irish tax residence, ordinary residence, domicile, or Irish filing duties.
| Irish tax concept | Evidence to assemble | Question to close |
|---|---|---|
| Residence | A complete day-by-day travel calendar for the departure year and preceding year, including partial days and supporting travel records. | Do the 183-day or 280-day tests apply, and how should exceptional days be treated? |
| Ordinary residence | Irish residence history for the years before departure and expected residence for the years after it. | Does ordinary residence continue, and what income remains within Irish scope during the tail period? |
| Domicile | Origin, family and home connections, long-term intentions, wills, property, and evidence of any claimed permanent change. | What is the defensible domicile position, and what remittance or estate consequences need advice? |
Test split-year PAYE relief instead of assuming it
Revenue's current split-year treatment can disregard qualifying foreign employment income earned after departure when a person is resident in the departure year and non-resident in the following year. It applies to employment income only, depends on the statutory conditions, and must be claimed through the current Revenue process. It is not a general exemption for rent, investments, business income, gains, or every payment received after leaving.
- Confirm the employment end or transfer date, final payroll, leave and bonus treatment, equity compensation, benefits, pension contributions, and any continuing Irish-employer duties.
- Ask whether a PAYE Exclusion Order is relevant if an Irish employer continues paying for work performed abroad.
- Update the overseas address in myAccount or ROS and make sure the employer ceases the job record; use Revenue's employee fallback if needed.
- Check whether an income-tax refund may be available, but do not budget against a refund until Revenue or the adviser confirms the calculation.
Plan retained Irish property and non-resident rent withholding
Irish rental income remains taxable in Ireland even when the owner lives abroad. Revenue's Non-Resident Landlord Withholding Tax system currently requires a tenant paying rent directly to a non-resident landlord to withhold and remit 20% through Rental Notifications, unless the rent is handled through a qualifying collection agent or another current route applies. Selling, keeping vacant, or renting the home can also affect cash flow, insurance, lending, residence evidence, and capital-gains advice.
- Recheck Revenue's current NLWT instructions before the first post-departure rent payment; the process and responsible party matter.
- Get property-specific Irish tax and legal advice before a lease or sale fixes the timing.
- Keep the source-of-funds trail for rent, refinancing, or sale proceeds for Cayman bank onboarding and later compliance reviews.
| Property choice | Questions before departure | Evidence to preserve |
|---|---|---|
| Keep vacant | Insurer and lender conditions, inspections, security, utilities, local contact, property charges, and its role in the residence analysis. | Insurance confirmation, inspection log, bills, mortgage correspondence, photos, and the written plan. |
| Rent it | Agent or tenant withholding route, registration, tax return, repairs, management authority, insurance, mortgage terms, and market rent. | Agent agreement, Rental Notifications, lease, condition report, invoices, statements, tax records, and correspondence. |
| Sell it | Residence and CGT position, clearance or withholding, valuation, allowable costs, settlement, mortgage discharge, and transfer of proceeds. | Acquisition and improvement costs, occupancy evidence, valuation, contracts, settlement statement, bank trail, and advice. |
Order Garda and civil records against the recipient's rules
An Irish Police Certificate is purpose-limited and is not the same as Garda vetting, a security clearance, or a general character reference. Garda guidance currently describes a free online route, an approximate three-week processing period, and 12-month certificate validity, but the Cayman recipient can impose a different recency or document requirement. Treat the recipient's current written instructions as the controlling checklist.
| Record | What to verify | Control |
|---|---|---|
| Garda Police Certificate | Permitted purpose, address-history evidence, identity documents, delivery, expected processing, and recipient recency. | Apply inside the useful window; an approximate service time is not a guaranteed deadline. |
| Garda vetting | Whether an employer or organisation is asking for vetting rather than a Police Certificate. | Do not substitute one process for the other or order a certificate without a qualifying purpose. |
| Civil and professional records | Birth, marriage, name-change, custody, qualification, reference, certified-copy, translation, and legalisation instructions. | Get recipient instructions before certifying or shipping originals, and keep secure scans separately. |
Keep voting, passport, and consular continuity realistic
Irish electoral registration is generally residence-based, so citizenship alone does not create a broad overseas-voting right. Limited exceptions apply, including specified diplomatic cases and the separate university-constituency process for eligible Seanad electors. Passport Online is available from abroad, and the Department of Foreign Affairs offers voluntary citizen registration and assistance channels, but processing and emergency support should be checked when needed.
- Update the electoral register when residence changes and verify the current rules for the election or referendum concerned instead of assuming an overseas ballot.
- Check passport validity before booking immigration, school, banking, or travel steps, and apply early enough for current service and courier conditions.
- Register voluntarily with the Department of Foreign Affairs if appropriate and save current consular and emergency contacts offline.
- Keep colour scans and record identifiers separate from original passports and civil documents.
Keep Revenue, MyGovID, phone, and Irish banking access working
A clean legal move can still fail operationally if Revenue, MyGovID, banking, pension, insurance, or investment access relies on an Irish phone number, device, postal address, card, or identity check that stops working offshore. Test the actual overseas-access path before departure and preserve a lawful fallback.
- Download Revenue records, payslips, bank statements, pension records, benefit decisions, insurance policies, and property documents before access is urgent.
- Tell each institution the facts it requires; do not use a friend's address or stale tax-residence certification as a workaround.
- Ask whether an overseas address changes investment, credit, mortgage, tax-reporting, or account terms before closing anything reflexively.
| Access item | Test before departure | Fallback to record |
|---|---|---|
| Revenue myAccount or ROS | Login, two-factor method, address update, agent link, notices, payment route, and document downloads. | Recovery details, adviser authority, secure copies of returns and notices, and Revenue support route. |
| MyGovID and mobile number | App or SMS authentication, roaming, SIM retention, device change, recovery email, and inactivity rules. | A tested secondary method and secure recovery information that is not stored with the primary device. |
| Banks and financial providers | Overseas-address policy, cards, authentication, transfer limits, tax self-certification, product eligibility, and international support. | At least one tested payment route until Cayman banking and payroll are stable. |
Lock the Cayman work and immigration path before irreversible steps
For most employment-led moves, the employer and the current Workforce Opportunities & Residency Cayman process determine the work-permit file. A job offer, submission, approval, permission to work, dependant position, and proposed start date are different milestones. Do not resign, ship everything, sign an inflexible lease, or pay non-refundable school costs against the wrong milestone.
- Ask the employer or immigration professional for the current document list, submission owner, status-update process, proposed start-date logic, and dependant plan in writing.
- Check passport validity, police and medical requirements, qualifications, references, role and salary evidence, civil records, and dependant documents against the route actually being used.
- Coordinate the permit, employment contract, probation, relocation support, insurance start, pension, payroll, housing, schools, and arrival date in one timeline.
- Keep a contingency plan for delayed approval, delayed housing, missing documents, or a family member arriving later.
Replace Irish and European health assumptions with Cayman evidence
The Cayman Health Insurance Commission explains employer and employee responsibilities for local health insurance. Confirm the actual insurer, effective date, dependant enrolment, premiums, exclusions, network, pre-authorisation, prescriptions, emergency care, overseas care, and complaints route in writing. Do not assume an EHIC, Irish public entitlement, travel policy, or planned employer policy fills every Cayman gap.
| Health handoff | Questions to ask | Documents to carry |
|---|---|---|
| Cayman plan start | Exact effective date, employer contribution, employee and dependant premiums, exclusions, network, and emergency arrangements. | Policy schedule, membership evidence, contacts, claim instructions, and payment confirmation. |
| Medical continuity | Which GP, specialist, dental, optical, vaccination, imaging, and follow-up work should be completed or booked. | Clinical summaries, imaging, lab results, immunisation records, referral letters, and operative reports. |
| Prescriptions | Generic and brand names, lawful import quantity, storage, refills, Cayman prescriber needs, and pharmacy availability. | Current prescriptions, doctor letter where appropriate, medication list, allergies, and original labelled packaging. |
Sequence banking, housing, schools, and shipping
The highest-cost mistakes often come from treating arrival tasks as independent. Cayman bank onboarding, source-of-funds evidence, rental deposits, school seats, insurance, freight, customs, and temporary accommodation should be sequenced against the immigration and payroll gates, with refundable options used where uncertainty remains.
| Workstream | Before commitment | Evidence to retain |
|---|---|---|
| Banking and foreign exchange | Identity, address, employment, tax residence, source of funds, bank reference, transfer limits, fees, spread, and settlement time. | Statements, payslips, sale or savings trail, quotes, confirmations, and purpose-of-payment records. |
| Housing | Commute, school route, storm exposure, utilities, deposit, lease break, permit dependency, inspection, and move-in inventory. | Viewing notes, lease, payment receipt, condition report, meter readings, insurance, and landlord or agent authority. |
| Schools | Seat availability, curriculum transition, assessments, fees, deposits, records, medical forms, transport, and dependant timing. | Written offer, fee schedule, refund terms, reports, references, assessment results, and health records. |
| Shipping and customs | Inventory, restricted goods, insurance, door-to-door scope, port and storage costs, timing, customs documents, and backup essentials. | Quotes, inventory, photographs, declarations, receipts, policy, tracking, and delivery exceptions. |
Run the first 90 days through decision gates
A practical plan should be gated by evidence rather than optimistic dates. Keep flexible bookings and a cash buffer until the permit, insurance, housing, school, bank, shipment, and Irish-side closure milestones are each real. Reconcile both countries after arrival instead of assuming departure administration is finished.
| Gate | Ireland-side control | Cayman-side control |
|---|---|---|
| Before irreversible spend | Tax-residence memo, employment plan, property route, benefit notifications, document requirements, and account-access test. | Written immigration milestone, contract, insurance plan, budget, housing and school contingencies, and freight scope. |
| Final two weeks | Travel calendar, payroll, address changes, records export, Garda or civil documents, bank access, and local contacts. | Arrival accommodation, airport transport, payment backup, employer handoff, phone plan, essentials, and emergency contacts. |
| First month | Confirm Revenue, social-protection, property, bank, pension, insurance, post, and adviser actions were received. | Complete employer, immigration, insurance, bank, phone, transport, housing, school, healthcare, utilities, and emergency setup. |
| Days 31–90 | Reconcile filings, refunds or payments, retained income, property withholding, contribution records, and unresolved notices. | Reconcile actual costs, payroll, pension, insurance, permits, dependants, licences, renewals, and source-of-funds records. |
