Short answer: connect the feature-to-line-to-approval-to-handover chain
Start with a feature register for every wall, fence, post, pedestrian gate, vehicle gate, retaining interface and access-control component. Keep physical location, supplied boundary evidence, title or strata records, Planning stages, drawings and revisions, road/access and drainage interfaces, construction, maintenance, incidents, repairs, powered equipment, keys/codes/remotes, responsibility claims and qualified answers in separate dated lanes. No single plan, survey, permit, photograph, invoice, gate remote or period without dispute proves the complete chain.
| Lane | Preserve | Do not infer |
|---|---|---|
| Feature and position | Exact segment or gate, property/unit, claimed line or interface, dimensions only as professionally supplied, materials, openings, posts, retaining role represented, dates and source. | Legal boundary, ownership, encroachment, structural role, permission, safety or condition. |
| Approval and construction | Application, plans and revisions, permit/inspection/final records supplied, contractor records, changes, completion and later repair history. | That every element was approved, built to a drawing, inspected, compliant or currently sound. |
| Use and handover | Access users, gate controls, service and outage history, neighbour/road/drainage interfaces, responsibility records, open questions, owner and deadline. | A right to use, exclusive control, maintenance duty, liability, emergency suitability or transaction result. |
Fix the exact property, boundary feature, decision, access, and deadline
Record the island, block and parcel, address or strata unit, each wall/fence/gate segment, adjoining road or parcel, private/common claim, current user, physical access controller, evidence custodian and purchase, lease, renovation, lender, insurer or handover deadline. Keep the legal boundary, physical feature, access right, Planning status, drainage path, security function and structural condition as separate questions. Do not climb, lean on, open, force, disconnect, excavate beside, or test a wall, fence or gate.
| Control | Capture | Keep open |
|---|---|---|
| Feature register | Identifier, segment limits, wall/fence/gate type as represented, pedestrian/vehicle function, powered/manual claim, posts or columns, adjacent slope/drain/road/building and photographs from lawful viewpoints. | Boundary location, ownership, hidden foundation, retaining function, structural capacity, operation or safety. |
| Decision register | Material question, record owner, authorized access, professional scope, deadline, required written answer and condition or handover dependency. | Whether evidence is sufficient, permission was required, a defect exists or the decision should proceed. |
Inventory Planning, Building Control, drawing, revision, and file evidence
Planning publishes wall-and-fence application information, a Grand Cayman fence/wall guideline, general application/process information, Building Control information, an Online Planning System and a file-request route. Treat the wall-and-fence document as dated guidance and verify current requirements directly. Preserve the exact application or project identifier, drawing title and revision, wall/fence/gate scope, site or survey plan relied on, conditions, permit and inspection stages supplied, completion/final evidence, correspondence, later applications and missing file items. This page does not decide whether a feature required permission or which rule applies.
| Record stage | Preserve | No conclusion |
|---|---|---|
| Proposal and approval | Application/project number, site plan, feature schedule, elevations/details, gate/access notes, drainage or road comments, revision history, conditions and official source/date. | That the current feature matches, a condition was discharged, work was lawful or an omitted record proves breach. |
| Construction and closeout | Building permit or inspection evidence supplied, correction or change records, final/certificate evidence, later alteration and file gaps. | That one stage proves every stage, hidden construction, current condition, code compliance or safety. |
Separate cadastral boundary evidence from the physical wall, fence, or gate
Lands & Survey publishes land-survey services, map products and a current licensed-land-surveyor list. Preserve the registered or official plan supplied, surveyor, field date, monuments or marks documented, survey method and limitations, feature offsets only as professionally reported, disputed or inaccessible areas and later changes. A wall or fence is not automatically the legal boundary; an online map, title plan, old survey, corner pin, occupation line or neighbour statement is not a current boundary determination.
| Evidence | Safe use | Do not substitute |
|---|---|---|
| Registered/title/map material | Identify the exact plan or map, parcel, publisher, date, scale or stated limitations and the question it raises. | Current field survey, title interpretation, monument verification, wall ownership or encroachment conclusion. |
| Current survey evidence | Licensed surveyor, instruction, field date, exact features located, output, assumptions, access limitations, discrepancies and referrals. | Move to Cayman does not locate lines, verify marks or extend a survey conclusion beyond its stated scope. |
Keep title, easement, Fences Act, neighbour, and strata questions separate
Collect the complete title/register and instrument set supplied, easements or restrictive covenants identified by counsel, strata plan and by-laws, resolutions, licences or agreements, notices, correspondence, cost records and disputes. The current Fences Act is an official legal source, not a shortcut for deciding ownership, contribution, notice, procedure, remedy or a particular boundary. Record the exact legal question and send it to Cayman counsel; do not infer rights or duties from which side a wall faces, who paid, who has keys, who maintained it, or how long it has stood.
| Relationship | Evidence file | Keep unresolved |
|---|---|---|
| Neighbour or adjoining parcel | Registers/instruments, survey evidence, agreements, notices, access records, maintenance and cost history, incidents, correspondence and legal advice. | Boundary, ownership, consent, contribution, nuisance, trespass, encroachment, liability or remedy. |
| Strata or managed property | Strata plan/by-laws, common/private boundary claims, meeting approvals, management instructions, contractor records, costs, insurance and handover. | Common-property status, alteration authority, voting validity, duty, recovery, coverage or future approval. |
Map road, driveway, visibility, emergency, service, and access interfaces
For every vehicle or pedestrian opening, preserve the adjoining road or driveway, approved or supplied access layout, gate swing or travel path as documented, setback or visibility evidence only where professionally supplied, user groups, delivery and service arrangements, emergency representations, lockout or outage history and private-road/title links. Planning's wall-and-fence application and guideline material discusses road and gate considerations, but its dated general guidance is not an exact-property approval or safety result. Do not stand in traffic, operate unfamiliar equipment or test emergency access.
| Interface | Capture | Do not infer |
|---|---|---|
| Road and driveway | Road owner/status as separately evidenced, approved access plan if supplied, gate movement area, vehicle queue or turning representations, recorded incidents, changes and qualified review. | Road rights, sight-distance adequacy, traffic safety, emergency suitability or Planning acceptance. |
| Pedestrian and service access | Walkway/gate location, latch or access method, delivery/service/user representations, lighting and drainage interfaces, outage or obstruction log and handover controls. | Accessibility, security, lawful exclusion, safe egress or unrestricted service/emergency access. |
Separate wall structure, retaining function, drainage, and adjacent works
Record whether a segment is represented as freestanding, retaining, attached, decorative, security-related or combined, without classifying it from appearance. Preserve drawings and calculations supplied, foundation or footing details represented, posts/columns, openings, nearby fill or grade change, drains and weep paths represented, utilities, trees, pools, buildings and later work. Route boundary location to a licensed surveyor, drainage to qualified civil scope, retaining/structural questions to qualified engineering scope and utilities to the relevant provider. Do not dig, probe, drill, load, climb, sound or alter the feature.
| System boundary | Preserve | Hard boundary |
|---|---|---|
| Wall/fence/gate construction | Design and revision, materials as documented, footing/foundation representation, contractor, inspections, changes, completion, warranties and current mismatch questions. | Hidden construction, structural role, capacity, remaining life, code status, safety or repair design. |
| Retaining/drainage/utility interface | Grade differences, retained areas represented, drainage openings or facilities, service locations as officially/professionally supplied, incidents and later alterations. | Earth pressure, drainage capacity, utility location, safe excavation, cause of movement or responsibility. |
Record condition, storm events, damage, repairs, and recurrence neutrally
Create a dated chronology for construction, storms or impacts, corrosion or decay representations, cracking, leaning, displacement, gate drag or obstruction, drainage events, temporary controls, reports, claims, repair design, approvals, work, completion, warranty, post-work review and recurrence. Use neutral observations tied to exact locations and lawful viewpoints. A crack, lean, rust stain, rotten section, loose panel, repaired patch, invoice, quiet period or functioning gate is not by itself a cause, severity, structural, safety or fixed conclusion.
| Chronology lane | Evidence | Do not collapse |
|---|---|---|
| Observation and incident | Exact segment, date, neutral description, media, weather/impact/drainage context as represented, access limits, immediate controls and report link. | Appearance into cause, instability, hazard, negligence, code breach or insurance result. |
| Repair and follow-up | Assessment, design, approval question, contractor scope, discoveries/changes, completion, warranty, review, maintenance and later recurrence. | Invoice, warranty, repainting, replacement part or quiet period into a sufficient or durable repair conclusion. |
Build a powered-gate and access-control handover without testing equipment
For any powered gate, preserve manufacturer/model and serial information supplied, installer and service provider, manuals, commissioning or acceptance evidence represented, electrical and backup-power interfaces, service and repair history, outage/entrapment or impact incidents, remotes/keys/codes inventory, account or app transfer, emergency-release information provided by the responsible party and maintenance responsibility. Do not operate a gate for testing, bypass controls, defeat safety devices, open panels, improvise repair or promise emergency performance.
| Handover lane | Ask for | Never treat as proof |
|---|---|---|
| Equipment and service | Exact equipment identifiers, installer/service contacts, manuals, service agreement, dated visits, parts, faults, repairs, current recommendations and exclusions. | Present safety, reliability, code status, correct force/sensing, remaining life or complete maintenance. |
| Controls and continuity | Authorized-user list, remotes/keys/codes, app/account transfer, power and backup representation, outage log, emergency information, privacy/security reset plan and written acceptance. | Guaranteed access, emergency egress, cyber security, privacy compliance or safe manual operation. |
Maintain a current source and version register without interpreting law or code
Planning's current laws page lists the Development and Planning Regulations (2024 Revision), a separate 2026 amendment, the Building Code Regulations (2022 Revision) and related instruments. The wall-and-fence application information and guideline are dated Planning PDFs, while the official Fences Act has its own consolidated text in the legislation archive. Preserve exact source title, revision/publication, access date, later publications and the property-specific question. Do not combine instruments yourself, select provisions, decide commencement or historic applicability, or publish a legal, Planning, code, structural or safety conclusion.
| Version lane | Record | Professional owner |
|---|---|---|
| Planning and Building Control | Application/process source, guideline date, Regulations revision, later amendment, Building Code revision, file identifier and exact question. | Planning, Building Control and appropriately qualified design professionals for current requirements and exact-property stages. |
| Boundary and legal | Survey/registry source, licensed-surveyor check, Fences Act revision, complete title/instrument set and exact legal question. | Licensed land surveyor and Cayman counsel; no lay boundary, title, contribution, liability or remedy conclusion. |
Close with one controlled wall, fence, and gate decision register
Before money, a condition, lease, finance, insurance, renovation, move-in or handover decision changes, issue one register showing every feature, physical and legal evidence lanes, Planning and Building Control records, drawings and revisions, road/access/drainage/retaining interfaces, construction and condition chronology, powered-gate documents, keys/codes/remotes, responsibility records, source versions, inaccessible or unverified items, qualified questions and answers, owner, deadline and written completion evidence. Move to Cayman can organize a privacy-safe evidence plan; it does not survey, inspect, test, interpret, certify, accept evidence, waive a condition or recommend proceeding.
| Closeout lane | Written evidence | Final control |
|---|---|---|
| Feature and records | Complete feature register, survey/title questions, applications/plans/revisions, construction/inspection evidence, incident/repair history, access-control handover and material gaps. | Did every record remain tied to the exact segment, date, source, scope, limitation and current question? |
| Responsibility and decision | Governing records, professional answers, insurer/lender requirements, promised action, owner, deadline, adviser-defined closure proof and condition status. | Did the principal act on completed evidence rather than a wall line, old plan, permit label, invoice, gate remote or absence of dispute? |
