Build the Dutch departure and Cayman arrival files together
Your final working day, municipal deregistration, RNI record, departure-year tax return, AOW or Anw decision, VOG, apostille, Cayman work-permit milestone, insurance start, shipment, and family arrival can all fall on different dates. Put both jurisdictions into one control file before cancelling access or making non-refundable commitments.
- Record each traveller's citizenship, Dutch municipality and BRP status, employment, BSN, DigiD, pension and benefit position, passport, health cover, bank access, dependants, route, and Cayman immigration lane.
- Keep contracts, payroll, tax and registration evidence, pension and benefit statements, VOG and civil records, apostilles and translations, banking, housing, school, medical, vehicle, shipping, and travel evidence together.
- Assign an owner and deadline to every employer, adviser, municipality, RNI desk, Belastingdienst, pension or benefit body, Justis, court, translator, bank, Dutch representation, landlord, school, shipper, CBC, WORC, and insurer handoff.
- Use written professional advice where tax residence, retained Dutch income or entities, pension and benefit rights, immigration, or regulated financial decisions are involved.
Classify the Dutch file before using a checklist
A Dutch citizen, foreign national resident in the Netherlands, employee, self-employed person, company director, landlord, pensioner, benefit recipient, posted worker, student, and dependant can have different departure controls. BRP registration, tax liability, AOW or Anw coverage, pension rights, benefit export, health insurance, bank eligibility, passport services, and Cayman immigration are separate questions.
| Lane | Primary controls | Do not assume |
|---|---|---|
| Employee | Employment close, final payroll and annual statement, BRP/RNI, tax return, pension and insurance records, VOG, banking, and Cayman permission. | A resignation, deregistration, or Cayman offer closes every Dutch or Cayman issue. |
| Self-employed, founder, director, shareholder, or landlord | Personal move plus each registration, entity, property, filing, tax, account, authority, management, pension, and beneficial-owner file. | BRP deregistration automatically closes an activity or company or ends Dutch tax liability. |
| Pensioner or benefit recipient | Residence and bank updates, export eligibility, payment and tax position, life or status checks, health transition, and Cayman status. | Every Dutch payment and health arrangement continues in Cayman on the same terms. |
| Foreign national, posted worker, or student | Dutch residence and re-entry position, employer or institution instructions, social-security and insurance evidence, passport-country records, and separate Cayman evidence for each traveller. | A Dutch permit, EU rule, posting letter, or principal worker's application automatically covers Cayman or the family. |
Use the Netherlands' visa-free visitor status as one gate only
Cayman Customs & Border Control currently places the Netherlands in the visa-not-required column for visitors. That removes the ordinary Cayman visitor-visa application for a Dutch passport holder under the live list; it does not guarantee airline boarding or landing, authorise work, settle transit rules, or replace a work permit or dependant approval.
- Recheck CBC and the airline close to travel because nationality, residence, route, transit point, document validity, and purpose can change the evidence required.
- Do not buy an inflexible ticket until the transit, work-permit or dependant milestone, landing plan, insurance, and family sequence have been checked for the actual travellers.
| Gate | Evidence to obtain | What it does not prove |
|---|---|---|
| Passport and route | CBC's live country list, passport validity, transit-country requirements, ticket, accommodation, funds, and purpose evidence. | Guaranteed boarding, landing, length of stay, or permission to work. |
| Work-permit or dependant route | Employer, application type, current forms, evidence, fees, medical and police requirements, and written status for each traveller. | That a submitted, acknowledged, or paid application has been approved. |
| Airline and landing | Passport, ticket, onward or return evidence where applicable, funds, accommodation, and evidence matching the real purpose of travel. | That CBC must admit the traveller or remove every landing condition. |
Separate visitor landing from permission to work
Visa-free visitor status and permission to land do not authorise ordinary employment. Cayman immigration legislation and forms have changed, including amendments that commenced in 2026. Plan the employer, application, medical, police, travel, and start-date sequence from the current WORC route rather than an old checklist.
- Ask the employer which WORC route applies, who owns the application, which evidence is outstanding, and what written milestone permits the specific person to perform the specific work.
- Keep the offer, application reference, receipts, correspondence, medical and police evidence, decision, passport endorsement or digital status, and employer start-date confirmation.
- Do not start orientation, remote work from Cayman, client delivery, or another activity that may count as work until the employer and relevant authority have confirmed the position.
- Treat each dependant's landing, permission, insurance, school, and later employment position as a separate file.
Close Dutch employment as a reconciliation
Before departure, reconcile the written end date, contract and amendments, final salary, holiday allowance and unused leave, bonus or commission, expenses, benefits, company property, pension and insurance records, annual statement timing, references, and contacts needed for later corrections. The exact documents, amounts, deadlines, and rights depend on the facts and applicable agreement, so use the employer's written calculation and employment advice rather than a generic checklist as the legal answer.
- Resolve mismatched names, dates, BSN, salary, contributions, pension fund, insurer, or bank details while the employer and Dutch phone number remain accessible.
- Do not sign an inaccurate or misunderstood settlement; obtain employment advice if the termination, calculation, or record is disputed.
- Budget from money actually received, not an estimated settlement, refund, benefit, pension payment, or exchange rate.
| Control | Ask the employer for | Keep yourself |
|---|---|---|
| Employment end | Written last day, termination basis, notice, handover, leave, property return, benefit end dates, and records applicable to the actual exit. | Contract, amendments, notices, attendance and leave records, role evidence, handover, and correspondence. |
| Money and tax record | Final payslip, salary, holiday allowance, bonus or commission, expenses, deductions, pension details, payment date, and annual statement timing. | Payslips, calculations, receipts, bank credits, annual statements, contribution evidence, and disputed-item correspondence. |
| Future corrections | Payroll, tax, HR, pension, benefit, and insurance contacts that remain available after departure. | Qualifications, references, annual records, case numbers, and secure contacts. |
Sequence BRP deregistration and the RNI record
Government.nl says a resident should deregister from the BRP when living abroad for more than eight months within one year, even if the period is not continuous or a Dutch home is retained. Its current guidance says deregistration is through the municipality in the five days before departure, after which the personal record moves to the RNI. The municipality controls the actual appointment, family, address, identity, and proof process.
- A BRP or RNI record is an administrative record; it does not by itself settle Dutch tax residence, benefit export, pension coverage, health insurance, bank eligibility, or Cayman status.
- If the Cayman address is not final, confirm the temporary correspondence route and update the RNI and affected organisations when the actual address is available.
| Control | Confirm | Keep |
|---|---|---|
| Municipal deregistration | Eligibility, appointment, who must attend, departure date, address abroad, family members, identity evidence, and proof of deregistration. | Submission, appointment evidence, international extract where needed, departure date, and named contact. |
| RNI record | Transferred name, BSN, address, contact details, civil status, travel-document data, and which later changes can be made online or at an RNI desk. | MyRNI confirmation, extracts, submitted changes, decisions, and tested access. |
| Other authorities | Whether the municipality's notice is enough for the Belastingdienst, pension and benefit organisations, insurer, RDW, bank, employer, or another file. | Separate notices, acknowledgements, case numbers, and completion evidence. |
Build the departure-year tax file before using the M return
The Belastingdienst's current emigration checklist separates municipal deregistration, address, DigiD, benefits, provisional assessments, retained property, protective assessments, and the departure-year return. Its M-return route allows online filing or a paper M form for a year spent partly outside the Netherlands. The correct residence, period, income, asset, treaty, protective-assessment, and filing treatment still depends on the actual facts.
- Do not turn a BRP departure date, Cayman lease, work permit, or simple day count into the whole tax-residence conclusion.
- If the home, family, work, entity management, property, investments, pension, benefits, or timing is mixed, obtain Dutch cross-border tax advice before filing or taking a residence position.
| Evidence lane | Control question | Keep |
|---|---|---|
| Residence and move date | When did the household, work, home availability, personal ties, and ordinary life move, and what Dutch activity continued? | Passports, tickets, calendar, leases or ownership, employment, registrations, household evidence, and advice. |
| Departure-year return | Which online or paper route applies, which period and income are reported, what provisional or protective assessment may follow, and which address or representative is used? | M return, annual statements, assessments, payments, refunds, powers, and correspondence. |
| Treaty and social insurance | Which country may tax each item, whether a return is required in either place, and which national-insurance position applies? | Contracts, payors, work locations, pension and benefit records, withholding, authority decisions, and adviser workpapers. |
Map retained Dutch income, property, accounts, and entities
After departure, Dutch salary or deferred pay, a home or holiday home, rent, pension, benefit, annuity, business, permanent establishment, directorship, shares, investments, loans, an estate, a refund, or another transaction can remain. The Belastingdienst says people living abroad with Dutch income may have a non-resident filing obligation; residence status is not the only control.
- Inventory each property, entity, directorship, shareholding, investment, pension, annuity, benefit, loan, bank account, contract, tenant, payor, administrator, registration, and expected transaction.
- Assign the return, withholding, entity filing, property management, bank, representative, power-of-attorney, and evidence owner for every retained item.
- Preserve valuations, contracts, annual statements, assessments, returns, notices, balances, direct-debit details, and adviser workpapers before changing devices or numbers.
- Do not sell, gift, dissolve, transfer, surrender, or appoint a representative merely to simplify the move; record the commercial, legal, pension, tax, and control decision first.
Preserve DigiD, MijnOverheid, and MyRNI access
NetherlandsWorldwide and the Belastingdienst both advise preparing DigiD before departure. DigiD can remain the access key for tax, SVB, DUO, municipalities, care bodies, pension funds, and other Dutch services from abroad, while MyRNI supports later address updates. A working password alone may not be enough when an app, ID check, SMS number, or device changes.
- Apply for or verify DigiD, activate the app and ID check where available, test SMS or other recovery, update the phone number before cancelling it, and confirm which services require stronger login.
- Turn on and test MijnOverheid Message Box alerts where appropriate, then verify the RNI address and the separate contact details held by the Belastingdienst, pension, benefit, bank, insurer, and other organisations.
- Store recovery codes and trusted contacts securely; do not keep the only copy in the phone, email account, or password manager that may itself require the old number.
- Use formal authorisation where someone must act for you; never share personal DigiD credentials.
Make the AOW and Anw decision before the voluntary-insurance window closes
NetherlandsWorldwide says people who live or work outside the Netherlands will usually stop building AOW and may lose Anw survivor cover, subject to exceptions for their actual work and coverage. Its current voluntary-AOW route says an eligible person must apply before departure or within one year, must have at least one full year of prior AOW insurance, and must be below AOW age. Eligibility, price, duration, partner protection, and outcome remain individual decisions administered through the SVB.
- Treat AOW, Anw, occupational pension, private savings, disability cover, and life insurance as separate protection layers.
- Do not assume that a UK, EU, posting, or treaty rule extends to Cayman merely because Cayman is a British Overseas Territory; have the actual country and work pattern confirmed.
| Control | Confirm | Keep |
|---|---|---|
| Coverage position | Residence, employer, work location, posting, Dutch income, study, benefit, family position, and exact end of compulsory AOW or Anw coverage. | Authority assessment, employer records, annual statements, tax and contribution records, and correspondence. |
| Voluntary insurance | Prior coverage, application deadline, AOW age, partner or survivor needs, annual income, contribution, duration, exclusions, and alternatives. | Application, quote, decision, contribution notices, payments, and later changes. |
| Future payment | Expected entitlement, claim route from Cayman, address and bank changes, tax or health deductions, life or status checks, and representation. | Forecasts, annual records, provider contacts, DigiD access, authority, and bank evidence. |
Reconcile occupational pensions and exportable benefits separately
AOW is not the same as an employer pension, private pension, annuity, sickness or incapacity benefit, unemployment benefit, child benefit, or another Dutch payment. NetherlandsWorldwide's moving-abroad route directs each benefit and pension through its own country, work, residence, family, and notification rules. Build a provider-by-provider ledger rather than assuming that a BRP update or one agency notice moves every file.
- Download current pension and benefit statements, contribution history, beneficiary records, policy or scheme terms, annual statements, administrator details, and any unresolved corrections.
- Ask each administrator whether Cayman residence changes eligibility, payment, tax or health withholding, currency, bank requirements, proof-of-life or status checks, communications, or representation.
- Notify UWV, SVB, pension funds, insurers, or other bodies through the exact route and timing they specify for the actual payment; keep every acknowledgement and decision.
- Do not budget a Cayman move from an unconfirmed benefit, transfer, lump sum, refund, pension amount, or payment date.
Obtain written health-insurance decisions for every traveller
NetherlandsWorldwide says moving abroad may end Dutch health insurance and that the correct route depends on residence, work, study, pension or benefit, and country-specific reciprocal arrangements. If Dutch cover cannot continue, it directs movers to destination or international cover. Cayman separately requires compliant local health-insurance planning for workers and dependants, so avoid both an uninsured gap and duplicate assumptions.
- Ask the Dutch insurer, CAK or competent body in writing whether and when Dutch cover ends, continues, or changes for each person, including the effect of Dutch work, posting, pension, benefit, and family status.
- Confirm the Cayman employer's insurer, eligibility, effective date, dependants, exclusions, pre-authorisation, network, medicines, maternity, mental health, evacuation, waiting periods, and premium responsibility in writing.
- Keep Dutch decisions, cancellation or continuation evidence, claims contacts, medical summaries, prescriptions, immunisation records, prior authorisations, and proof of Cayman activation.
- Do not cancel Dutch cover until the competent party confirms the end date and the replacement policy is active for the actual household.
Order the correct paper VOG for foreign use
A VOG is a purpose-specific certificate of conduct, not a universal clean-record certificate. NetherlandsWorldwide says a person still registered in the Netherlands normally applies through the municipality, while a person outside the BRP applies to Justis. For foreign use, request the paper VOG because a digitally issued VOG cannot be legalised. The Cayman recipient still controls whether it wants a VOG, another police record, which jurisdictions, issue age, purpose, translation, and authentication.
- Order only after the Cayman recipient confirms the exact record and timing, so a short acceptance window is not wasted before the permit file is ready.
- If another country or prior residence record is required, keep it separate; a Dutch VOG does not search every jurisdiction where the person has lived.
| Decision | Confirm | Keep |
|---|---|---|
| Application route | Current BRP status, municipality or Justis route, requesting organisation, screening purpose, form, identity, payment, address, and delivery. | Request, completed form, attachments, payment, acknowledgement, paper original, and envelope. |
| Record scope | Which person, purpose, country, residence history, other-country records, issue window, and recipient are involved. | Recipient instruction, residence chronology, VOG, separate records, and acceptance evidence. |
| Foreign use | Paper format, sworn translation, district-court apostille or other legalisation, return logistics, and recipient handling. | Original, translation, apostille or legalisation, receipts, tracking, scans, and delivery confirmation. |
Sequence civil records, apostilles, and translations
NetherlandsWorldwide says Dutch civil-status records are requested from the municipality where the event was recorded and may need legalisation for use abroad. Its apostille guidance says Dutch district courts issue paper apostilles for eligible Dutch documents and that some documents require a prior legalisation step. An apostille confirms the signature and official origin; it does not guarantee the truth of the content or recipient acceptance.
- Ask the recipient for the exact birth, marriage, divorce, adoption, custody, consent, qualification, medical, company, or other document; issuing authority; form; issue age; translation; authentication; and delivery format.
- Confirm whether a Dutch official copy or extract, multilingual version, certified copy, preliminary legalisation, district-court apostille, sworn translation, or another route applies to that document.
- Keep scans before submission, but retain the original, official copy or extract, apostille or legalisation, translator statement, receipt, tracking, and acceptance evidence as separate records.
- If the event occurred outside the Netherlands or the RNI civil-status data is incomplete, confirm which foreign record and legalisation chain the recipient requires.
Preserve passport and Miami consular continuity
NetherlandsWorldwide's Cayman-specific passport route says Dutch passport and identity-card applications cannot be submitted in Cayman. It directs applicants to a Dutch embassy or consulate-general in another country, such as the Consulate General in Miami, or to a participating border municipality in the Netherlands. That does not mean every consular, emergency, civil, or document service can be completed through the same channel.
- Map passport and identity-card expiry, blank pages, nationality and civil-status records, dependant documents, emergency-document risk, appointment lead time, biometrics, travel permission, and safe return of originals.
- Confirm directly whether the required service is handled by Miami, another Dutch representation, NetherlandsWorldwide, a Dutch municipality, Justis, a district court, mail, or travel before booking around it.
- Keep the Cayman-specific checklist and appointment confirmation, and bring every original and translation the live checklist requires; an incomplete appointment may require another trip.
- Store the 24/7 NetherlandsWorldwide and Miami contact routes without putting BSN, passport copies, or other sensitive material into an insecure message channel.
Re-paper banking and source-of-funds evidence
A move can change a bank's recorded residence, tax self-certification, contact details, product eligibility, investment access, mortgage terms, transfer controls, or proof requirements. The bank's written rules and regulated decision control. A BRP departure record, Cayman permit, foreign address, or tax opinion does not force every Dutch institution to retain every account or product.
- Keep enough accessible liquidity for deposits, insurance, temporary housing, transport, school costs, shipment delay, and onboarding friction without assuming a refund or transfer clears instantly.
- Compare the full delivered amount, fee, spread, limits, timing, traceability, support, and recipient requirements rather than an advertised exchange rate alone.
| Control | Ask in writing | Evidence pack |
|---|---|---|
| Residence and eligibility | When and how to update address and tax residence, which accounts, cards, investments, pensions, or mortgages remain available, and what restrictions or migration apply. | Institution response, submitted forms, tax self-certification, Cayman address and status evidence, and account confirmation. |
| Access and transfers | Dutch mobile dependence, strong authentication, card delivery, transfer limits, fees, FX spread, beneficiary controls, and support from Cayman. | Access test, device and recovery record, fee schedule, transfer receipts, and beneficiary confirmations. |
| Source of funds | Documents for salary, savings, property sale, investments, pension or benefit payments, gifts, loans, inheritance, business proceeds, or another source. | Contracts, annual statements, tax returns, bank statements, sale or estate records, advice, transfer chain, and certified copies where requested. |
Sequence family, housing, and school commitments
A family move can require separate passport, immigration, relationship, custody, consent, school, medical, insurance, and travel evidence for each person. A BRP household record, Dutch civil record, principal worker's permit, Cayman lease, or school deposit does not automatically establish every dependant, custody, cover, or admission outcome.
- Build a person-by-person matrix for identity, relationship, residence history, police records where required, medical, landing, dependant permission, insurance, school, and later work rights.
- Where a child travels with one parent or guardian, have the airline, transit authority, CBC, school, and counsel confirm the current consent, custody, apostille, and translation evidence.
- Shortlist neighborhoods from the actual work location, school route, peak-hour commute, budget, flood and storm questions, transport, household needs, and likely start date.
- Ask landlords and schools for all deposit, fee, refund, inventory, insurance, pet, support, space, assessment, record, immunisation, transport, break, renewal, and notice terms in writing before paying.
Decide vehicle export before shipping household goods
The RDW says Dutch vehicle obligations end only after the vehicle is registered for export and warns owners to confirm the destination's import documents before deregistering it. Cayman CBC separately controls import eligibility, valuation, duty treatment, restricted goods, inspection, and clearance. A Dutch export certificate, shipper quote, or Cayman broker estimate is not an import approval or registration outcome.
- Compare selling, storing, or exporting the vehicle against Cayman age, condition, steering configuration, inspection, parts, insurance, freight, duty, licensing, and resale questions before committing.
- If exporting, confirm RDW identity and registration documents, plates, certificate of indemnification, export certificate, Dutch customs steps where applicable, insurance end, transport, and Cayman import and registration evidence.
- For household goods, create a photographed inventory with ownership date, value basis, serial numbers, receipts where available, and a carry, ship, store, sell, donate, or exclude decision.
- Keep passports, permits, civil and criminal documents, Dutch tax and bank access, medication, school records, valuables, and first-month essentials out of checked or shipped household goods.
Run the first 90 days as a reconciliation
Arrival does not close the Dutch file. Reconcile Cayman permission, insurance and setup against every open BRP/RNI, Belastingdienst, DigiD, AOW/Anw, pension, benefit, insurer, bank, passport, VOG, document, vehicle, and family control until each item has written completion evidence.
| Window | Cayman controls | Dutch controls |
|---|---|---|
| Days 1–7 | Landing conditions, written work-authorisation milestone, active insurance, safe temporary housing, communications, transport, and document security. | DigiD and bank access, RNI address, urgent employer or insurer corrections, and tracked original documents. |
| Days 8–30 | First payroll, bank onboarding, lease and utilities, school, shipment, medication, and dependant files. | Final pay, annual statement plan, M-return calendar, AOW/Anw window, pension and benefit notices, health close, and VOG/apostille receipts. |
| Days 31–90 | Permit conditions, renewals calendar, insurance reconciliation, housing evidence, school records, customs close, and emergency plan. | Retained-income filings, assessments, RNI and contact updates, representatives, beneficiaries, vehicle evidence, digital recovery, and archive completion. |
Know where professional advice is essential
This page is a planning guide, not a Dutch tax-residence conclusion, municipal instruction, employment calculation, social-security or benefit-export decision, AOW/Anw or pension recommendation, bank eligibility decision, apostille instruction for a specific document, Cayman work-permit or landing outcome, financial recommendation, or legal opinion. Use the official sources below to frame the file, then have the relevant authority or qualified professional confirm material decisions in writing.
- Dutch cross-border tax and business: residence, departure-year M return, protective assessment, retained income and property, entities, management, investments, pensions, benefits, withholding, representatives, and continuing filings.
- Dutch employment, insurance, and pensions: contract close, final money and records, AOW/Anw coverage, voluntary insurance, occupational pensions, benefit export, health position, and representation.
- Cayman immigration and employment: visitor entry, transit, landing, work-permit route, permission to work, dependants, medical and police evidence, start date, job changes, and renewals.
- Banking, insurance, property, school, custody, consent, powers of attorney, translations, apostille, vehicle export, pension transfers, and regulated payments where the receiving institution's exact requirements control.
