Moving from Mexico to Cayman

A Mexico-to-Cayman move is a controlled handoff across Mexican employment, tax residence and RFC notices, SAT access, IMSS and AFORE records, federal or state police documents, federal or state apostilles, civil records, banking and digital access, any retained property or business, Cayman visitor entry and work-permit gates, health insurance, housing, schools, shipping, and arrival. Use this guide to build the evidence file without treating visa-free visitor status, a job offer, a flight, visitor landing, or a submitted work-permit application as proof that every gate is complete.

Key facts

  • Updated August 2026 for current Cayman relocation planning.
  • Two files — Mexican departure + Cayman arrival
  • Record each traveller's citizenship, Mexican residence and employment status, CURP, RFC, NSS, passport, tax and social-security position, bank access, dependants, travel route, and Cayman immigration route.
  • Use licensed Cayman professionals for legal, immigration, tax, medical, insurance, and financial decisions.

Build the Mexican departure and Cayman arrival files together

Your final working day, finiquito, Mexican tax-residence position, RFC notice, IMSS or AFORE record, police certificate, apostille, bank update, Cayman work-permit milestone, insurance start, shipment, and family arrival can all fall on different dates. Put both jurisdictions into one control file before cancelling access or making non-refundable commitments.

Two files
Mexican departure + Cayman arrival
  • Record each traveller's citizenship, Mexican residence and employment status, CURP, RFC, NSS, passport, tax and social-security position, bank access, dependants, travel route, and Cayman immigration route.
  • Keep contracts, payroll and tax records, SAT acknowledgements, IMSS and AFORE records, bank evidence, civil and police documents, housing, school, medical, shipping, and travel evidence together.
  • Assign an owner and deadline to every employer, adviser, SAT, IMSS, AFORE, police, registry, apostille authority, bank, landlord, school, shipper, airline, CBC, WORC, and insurer handoff.
  • Use written professional advice where tax residence, retained Mexican income or entities, pensions, custody, immigration, or regulated financial decisions are involved.

Classify the Mexican file before using a checklist

A Mexican citizen, foreign national resident in Mexico, employee, contractor, founder, director, landlord, IMSS member, AFORE holder, student, and dependant can have different departure controls. Citizenship, Mexican tax residence, an RFC status, employment records, bank eligibility, and Cayman immigration are separate questions.

Use Mexico's visa-free visitor status as one gate only

Cayman Customs & Border Control currently places Mexico in the visa-not-required column for visitors. That removes the ordinary Cayman visitor-visa application for a Mexican passport holder under the live list; it does not guarantee airline boarding or landing, authorise work, settle transit rules, or replace a work permit or dependant approval.

  • Recheck CBC and the airline close to travel because nationality, residence, route, transit point, document validity, and purpose can change the evidence required.
  • Do not buy an inflexible ticket until the transit, work-permit or dependant milestone, landing plan, insurance, and family sequence have been checked for the actual travellers.

Separate visitor landing from permission to work

Visa-free visitor status and permission to land do not authorise ordinary employment. Cayman work-permit rules and forms have also changed over time, including 2026 amendments. Plan the employer, application, medical, police, travel, and start-date sequence from the current WORC route rather than an old checklist.

  • Ask the employer which WORC route applies, who owns the application, which evidence is outstanding, and what written milestone permits the specific person to perform the specific work.
  • Keep the offer, application reference, receipts, correspondence, medical and police evidence, decision, passport endorsement or digital status, and employer start-date confirmation.
  • Do not start orientation, remote work from Cayman, client delivery, or another activity that may count as work until the employer and relevant authority have confirmed the position.
  • Treat each dependant's landing, permission, insurance, school, and later employment position as a separate file.

Close Mexican employment with a reusable evidence pack

Reconcile the contract, notice, last working day, salary, bonuses or commissions, unused leave, expenses, benefits, deductions, IMSS reporting, company property, payroll tax records, employment certificate, and finiquito. PROFEDET says a voluntary resignation can still carry proportional salary and statutory-benefit entitlements; the actual contract and facts control the calculation.

  • Do not sign a blank, inaccurate, or misunderstood release; obtain labour advice if the separation, calculation, or record is disputed.
  • Resolve mismatched names, CURP, RFC, NSS, dates, salary bases, contributions, or bank details while the employer and Mexican phone number remain accessible.
  • Budget from money actually received, not an estimated finiquito, refund, pension withdrawal, or exchange rate.

Determine Mexican tax residence from evidence, not the flight

Article 9 of Mexico's Federal Fiscal Code uses home and centre-of-vital-interests concepts and contains additional rules for a change of residence. A Cayman work permit, lease, bank account, or physical departure does not by itself settle the Mexican result. Reconcile the facts before choosing an RFC notice or filing position.

  • Do not use citizenship, a flight date, or a simple 183-day slogan as the whole analysis.
  • If the home, family, income, assets, company management, prior filings, or timing is mixed, obtain Mexican cross-border tax advice before filing or changing a date.

Choose the SAT notice that matches the facts

SAT publishes different RFC routes for people who interrupt the economic activities that create periodic returns and for people who change residence but continue economic activities for Mexican tax purposes. A suspension notice and an update to activities and obligations are not interchangeable, and neither proves that all liabilities, returns, refunds, audits, or Mexican-source income have disappeared.

  • Use the live SAT timing and evidence requirements; do not backdate a notice or infer the effective date from the flight alone.
  • Export returns, CFDI records, acknowledgements, balances, refunds, notices, powers, and adviser workpapers before changing devices, numbers, or authority.

Map retained Mexican income, property, and entities

A move can leave Mexican rent, a home, a company, shares, professional fees, interest, royalties, loans, an estate, a refund, or another filing behind. Residence, source, withholding, management, beneficial ownership, banking, and Cayman activity can interact without one universal answer.

  • Inventory each property, company, directorship, shareholding, investment, loan, account, contract, tenant, payor, administrator, and expected transaction.
  • Assign the tax return, withholding, invoice or CFDI, company filing, management, bank, representative, power-of-attorney, and evidence owner for every retained item.
  • Document whether Cayman work changes where a business is managed or where services are performed; obtain advice before changing contracts, invoices, salaries, dividends, or management.
  • Do not sell, gift, dissolve, transfer, or appoint a representative merely to simplify the move; record the commercial, legal, tax, and control decision first.

Download IMSS history before employer access disappears

IMSS provides digital routes for a constancia de semanas cotizadas and a constancia de vigencia de derechos. Those records help identify registered weeks, employers, and current coverage, but they do not guarantee that the history is correct, that health coverage continues in Cayman, or that a pension or benefit is immediately payable.

  • Correct identity or employment-history mismatches while the employer, payroll archive, and Mexican contact channels remain available.
  • Do not present an IMSS record as Cayman insurance or budget a benefit until the responsible authority or adviser confirms the specific entitlement.

Preserve AFORE access without inventing a departure withdrawal

CONSAR says the AFORE administering the account is the authorised source for statements, balance certificates, and movement details, and publishes digital statement routes. Moving abroad does not by itself unlock a universal AFORE cash withdrawal or settle future pension, beneficiary, tax, or identity questions.

  • Identify the AFORE, account number, CURP, NSS, contact data, expediente de identificación status, beneficiaries, contribution history, and any consolidation or correction issue.
  • Download current statements and movement details, reconcile employer deposits, and retain service requests, delivery evidence, and written AFORE instructions.
  • Test AforeMóvil or AforeWeb, recovery email, Mexican phone dependency, identity verification, and access from a second secure device where permitted.
  • Obtain regulated advice before a withdrawal, transfer, voluntary contribution, beneficiary change, pension election, or tax assumption.

Order the police certificate for a named recipient

Mexico's federal Prevención y Reinserción Social service issues the Constancia de Antecedentes Penales Federales online. State prosecutors or authorities can issue separate state records. A federal certificate, state certificate, FGR data record, and recipient-ready Cayman police clearance are not automatically interchangeable.

  • Ask CBC, WORC, the employer, regulator, school, or other recipient for the exact issuing body, residence periods, age threshold, issue-date window, original or digital format, signature, seal, translation, apostille, and delivery route.
  • Use the official federal service only where that is the requested document; identify every state record separately where the residence history or recipient requires it.
  • Keep the CURP, application and validation references, issued record, issue date, identity evidence, payment record, apostille or translation, courier record, and recipient acceptance.
  • Resolve homonyms, name, CURP, birth-date, passport, or state-record errors while the issuing authority or a Mexican representative remains accessible.

Route federal and state apostilles to the right authority

SEGOB's federal apostille service authenticates eligible federal public documents and explicitly says it does not apostille state or municipal documents such as state civil records and state police certificates. Those documents follow the competent state route. An apostille authenticates origin; it does not certify content or guarantee Cayman acceptance.

  • Do not apostille a household archive speculatively; obtain the receiving party's current written instructions first.
  • Keep issuance, certification, notarisation, federal or state apostille, translation, verification, and Cayman acceptance as separate controls.

Build the civil, identity, and family evidence chain

Mexico's Plataforma Nacional del Registro Civil provides an online route for certified birth-certificate copies, but availability, data accuracy, state fees, apostille, custody, consent, marriage, divorce, adoption, and name-change requirements remain document- and recipient-specific. Retrieve and reconcile what the actual Cayman application, school, bank, insurer, or court requires.

Protect passport and Mexican consular continuity

SRE says Mexican consular offices issue passports abroad. Its current representation directory places the Cayman Islands within the jurisdiction of the Mexican Embassy in Jamaica. Confirm the live appointment, service location, document requirements, fee, and emergency route before depending on a renewal, emergency passport, civil service, or power of attorney.

  • Check every traveller's passport validity, blank pages, name and birth data, prior passports, transit route, Cayman status evidence, and future travel calendar.
  • Keep birth, marriage, divorce, custody, consent, name-change, CURP, RFC, and identity records accessible where a passport or consular service may require them.
  • Confirm whether the service is in Kingston, through a Cayman outreach visit, online, or elsewhere; do not assume a past outreach date or address remains current.
  • Store secure colour scans, application references, emergency contacts, and replacement instructions separately from originals and shipped luggage.

Redesign banking, digital access, and source-of-funds evidence

A change in tax residence, address, phone, employment, and expected transactions can affect Mexican account operation and compliance review. Banco de México identifies some products for Mexican individuals residing abroad, but that is not a promise that every bank or existing product remains eligible. Ask each institution about the actual account.

  • Keep enough overlap to receive final payroll, settle bills, pay Mexican obligations, and answer compliance questions without relying on one card or phone number.
  • Do not structure transfers to avoid reporting or review; preserve the lawful source, purpose, counterparties, conversion, fees, and end-to-end bank trail.

Replace Mexican health assumptions with Cayman insurance evidence

An IMSS vigencia record, Mexican private policy, travel insurance, employer promise, or pending work permit is not the same as active Cayman health coverage. The Cayman Health Insurance Commission is the official regulator for the local framework. Confirm who arranges coverage, the effective date, dependants, network, exclusions, deductibles, overseas care, and the gap between plans.

Gate housing and school commitments behind the real move

The strongest sequence is evidence first, temporary landing second, and a long-term commitment only after work permission, insurance, commute, school, and cash files line up. A Cayman lease, purchase reservation, or school application should not manufacture confidence in an unresolved immigration or employment timetable.

  • Shortlist neighborhoods from the actual work location, school route, peak-hour commute, budget, flood and storm questions, transport, household needs, and likely start date.
  • Ask landlords or agents for the full deposit, rent, utility, maintenance, inventory, insurance, pet, break, renewal, notice, and payment terms before transferring money.
  • Ask schools for current space, curriculum, age placement, assessment, records, immunisation, support, fees, deposit, refund, transport, and immigration requirements in writing.
  • Keep a cash reserve for temporary accommodation, transport, permit timing, insurance gaps, school timing, shipment delay, deposits, and bank-onboarding friction.

Control shipping, customs, and the arrival sequence

Cayman Customs & Border Control publishes the official imports route. A shipper's quote does not prove duty treatment, eligibility, valuation, prohibited or restricted status, inspection, clearance, storage, or delivery timing. Build the inventory and evidence before packing, then align shipment with the real housing and immigration dates.

  • Create a photographed inventory with ownership date, value basis, serial numbers, receipts where available, and a carry, ship, store, sell, donate, or exclude decision.
  • Ask CBC or a licensed broker about the actual traveller, status, goods, relief if any, forms, valuation, restricted items, medicines, food, plants, alcohol, vehicles, fees, and inspection route.
  • Keep passports, permit records, civil and police documents, SAT and bank access, medication, school records, valuables, and first-month essentials out of checked or shipped household goods.
  • Write the arrival-day handoff: airport evidence, temporary address, transport, employer contact, insurance proof, emergency cash, communications, keys, and a fallback if landing or baggage does not go to plan.

Run the first 90 days as a reconciliation

Arrival does not close the Mexican file. Reconcile permission to work, employer onboarding, insurance, first payroll, Cayman bank, housing, school, shipment, Mexican tax calendar, RFC status, retained income and assets, bank classification, IMSS or AFORE corrections, and digital access against the evidence pack.

  • Days 1–10: confirm landing conditions, written work-authorisation milestone, employer records, insurance, phone, transport, emergency cash, and temporary-address evidence.
  • Days 11–30: reconcile first payroll, deductions, insurance details, bank onboarding, lease evidence, school handoffs, shipment status, and Mexican account access.
  • Days 31–60: review Mexican tax-residence evidence, RFC notice and filing calendar, retained income and assets, bank instructions, IMSS or AFORE issues, and open employer corrections.
  • Days 61–90: archive receipts, close resolved controls, test recovery paths, update representatives and beneficiaries, and calendar every remaining Mexican and Cayman deadline.

Know where professional advice is essential

This page is a planning guide, not a Mexican tax-residence conclusion, RFC filing instruction, employment or finiquito calculation, IMSS or AFORE determination, bank eligibility decision, apostille instruction for a specific document, Cayman work-permit or landing outcome, financial recommendation, or legal opinion. Use the official sources below to frame the file, then have the relevant authority or qualified professional confirm material decisions in writing.

  • Mexican cross-border tax and business: residence, RFC notices, retained income and property, entities, management, gains, withholding, CFDI, representatives, and continuing filings.
  • Mexican employment and social security: contract close, finiquito, employer certificates, IMSS history and rights, AFORE records, corrections, benefits, and representation.
  • Cayman immigration and employment: visitor entry, transit, landing, work-permit route, permission to work, dependants, medical and police evidence, start date, job changes, and renewals.
  • Banking, insurance, property, school, custody, consent, powers of attorney, translations, federal or state apostilles, and regulated transfers where the receiving institution's exact requirements control.

Frequently asked questions

Does a Mexican citizen need a visitor visa for Cayman?

CBC currently places Mexico in the visa-not-required column. Recheck the live list for the actual passport and travel date, and carry the entry evidence that matches the route and purpose. Visa-free visitor status does not guarantee boarding or landing, does not settle transit rules, and does not create permission to work.

Can I enter Cayman visa-free and start my new job?

No. Visa-free visitor entry, airline boarding, or permission to land is not ordinary permission to work. Use the employer's and WORC's current route and obtain written confirmation of the milestone that permits the specific work before starting.

Which SAT notice do I file when moving abroad?

It depends on the facts. SAT publishes a suspension route for people who interrupt activities that create periodic returns or change residence under that route, and an activities-and-obligations update for people who change residence while continuing Mexican taxable activities. Confirm residence, effective date, retained income or business, open filings, and the live requirements with a qualified Mexican adviser before filing.

Does moving to Cayman let me withdraw my AFORE balance?

Do not assume so. Moving abroad does not itself create a universal AFORE withdrawal. Obtain the current statement and movement history from the administering AFORE, reconcile identity and contributions, preserve access and beneficiaries, and get regulated advice for any withdrawal, transfer, contribution, pension, or tax decision.

Do I need a federal or state Mexican police certificate?

The recipient decides. Mexico has an online federal Constancia de Antecedentes Penales Federales, while state authorities issue separate state records. Ask for the exact issuing body, residence period, issue-date window, original or digital format, signature, seal, translation, apostille, and delivery route before ordering.

Does SEGOB apostille every Mexican document?

No. SEGOB's federal service handles eligible federal documents and says it does not apostille state or municipal documents such as state civil records or state police certificates; those follow the competent state route. The receiving party must still confirm the copy type, certification, translation, age, format, and acceptance requirements.
