Build the French departure and Cayman arrival files together
Your final working day, French tax-residence position, departure-year return, health and pension handoffs, police certificate, apostille, bank update, Cayman work-permit milestone, insurance start, shipment, and family arrival can all fall on different dates. Put both jurisdictions into one control file before cancelling access or making non-refundable commitments.
- Record each traveller's citizenship, French residence and employment status, tax number, social-security number, passport, health and pension position, bank access, dependants, travel route, and Cayman immigration route.
- Keep contracts, payroll and tax records, employment-end documents, Assurance Maladie and pension evidence, bank records, civil and police documents, housing, school, medical, shipping, and travel evidence together.
- Assign an owner and deadline to every employer, adviser, tax office, CPAM, pension fund, court or registry, notarial apostille body, bank, consulate, landlord, school, shipper, airline, CBC, WORC, and insurer handoff.
- Use written professional advice where tax residence, retained French income or entities, pensions, custody, immigration, or regulated financial decisions are involved.
Classify the French file before using a checklist
A French citizen, foreign national resident in France, employee, detached worker, expatriate worker, founder, director, landlord, retiree, student, and dependant can have different departure controls. Citizenship, French tax residence, social-protection status, pension history, bank eligibility, and Cayman immigration are separate questions.
| Lane | Primary controls | Do not assume |
|---|---|---|
| French employee or contractor | Employment close, final money and documents, tax file, health and pension records, police and civil documents, banking, and Cayman permission. | A resignation, final payslip, or job offer closes every French or Cayman issue. |
| Detached or expatriate worker | Written employer status, applicable social-protection route, contribution evidence, insurance, payroll, tax, and Cayman work permission. | The words detached and expatriate are interchangeable or preserve the same French coverage. |
| Founder, director, shareholder, or landlord | Personal move plus each entity, property, filing, tax, account, authority, management, and beneficial-owner file. | A personal departure closes a French company or ends French-source obligations. |
| Foreign national leaving France or family member | French residence and employment close, passport-country and prior-residence records, civil and police documents, and a separate Cayman route for every traveller. | French records replace passport-country files or the principal worker's application automatically covers the family. |
Use France's visa-free visitor status as one gate only
Cayman Customs & Border Control currently places France in the visa-not-required column for visitors. That removes the ordinary Cayman visitor-visa application for a French passport holder under the live list; it does not guarantee airline boarding or landing, authorise work, settle transit rules, or replace a work permit or dependant approval.
- Recheck CBC and the airline close to travel because nationality, residence, route, transit point, document validity, and purpose can change the evidence required.
- Do not buy an inflexible ticket until the transit, work-permit or dependant milestone, landing plan, insurance, and family sequence have been checked for the actual travellers.
| Gate | Evidence to obtain | What it does not prove |
|---|---|---|
| Passport and route | CBC's live country list, a passport valid beyond the return journey, transit-country requirements, ticket, accommodation, funds, and purpose evidence. | Guaranteed boarding, landing, length of stay, or permission to work. |
| Work-permit or dependant route | Employer, application type, current forms, evidence, fees, medical and police requirements, and written status for each traveller. | That a submitted, acknowledged, or paid application has been approved. |
| Airline and landing | Passport, ticket, onward or return evidence where applicable, funds, accommodation, and evidence matching the real purpose of travel. | That CBC must admit the traveller or remove every condition on arrival. |
Separate visitor landing from permission to work
Visa-free visitor status and permission to land do not authorise ordinary employment. Cayman work-permit rules and forms have changed over time, including 2026 amendments. Plan the employer, application, medical, police, travel, and start-date sequence from the current WORC route rather than an old checklist.
- Ask the employer which WORC route applies, who owns the application, which evidence is outstanding, and what written milestone permits the specific person to perform the specific work.
- Keep the offer, application reference, receipts, correspondence, medical and police evidence, decision, passport endorsement or digital status, and employer start-date confirmation.
- Do not start orientation, remote work from Cayman, client delivery, or another activity that may count as work until the employer and relevant authority have confirmed the position.
- Treat each dependant's landing, permission, insurance, school, and later employment position as a separate file.
Close French employment with the three core documents
Service-Public says an employer makes three end-of-contract documents available: the certificat de travail, reçu pour solde de tout compte, and attestation France Travail. Reconcile those documents with the contract, final payroll, leave, bonuses, expenses, benefits, company savings, pension and health records, and the actual reason and date of termination.
- Do not sign an inaccurate or misunderstood settlement receipt; obtain employment advice if the termination, calculation, or record is disputed.
- Resolve mismatched names, dates, social-security numbers, salary bases, contributions, or bank details while the employer and French phone number remain accessible.
- Budget from money actually received, not an estimated settlement, refund, benefit, pension payment, or exchange rate.
| Control | Ask the employer for | Keep yourself |
|---|---|---|
| Employment end | Written last day, termination basis, handover, leave, property return, benefit end dates, certificat de travail, and attestation France Travail. | Contract, amendments, notices, time and leave records, role evidence, handover, and correspondence. |
| Money | Final payslip, salary, bonus or commission, leave, expenses, deductions, indemnities where applicable, company-savings summary, and payment date. | Payslips, calculations, receipts, bank credits, contribution evidence, and disputed-item correspondence. |
| Future corrections | Payroll, tax, HR, benefits, pension, and record contacts that will remain available after departure. | Qualifications, references, annual payroll and tax statements, savings records, protocol numbers, and secure contacts. |
Determine French tax residence from evidence, not the flight
The French tax authority says the result depends on the person's situation. A Cayman work permit, lease, bank account, or physical departure does not by itself settle the French position. Reconcile the home, household, work, economic interests, retained property and income, travel dates, and any competing residence position before filing.
- Do not use citizenship, a flight date, or a simple 183-day slogan as the whole analysis.
- If the home, family, income, assets, company management, prior filings, or timing is mixed, obtain French cross-border tax advice before filing or changing a date.
| Evidence lane | Control question | Keep |
|---|---|---|
| Home and household | What homes remain available, where does the household live, and what date and facts support the position? | Leases or ownership, utilities, family evidence, passports, tickets, and a reconciled travel calendar. |
| Work and economic ties | Where is employment or management exercised, and where do income, professional activity, assets, and investments remain connected? | Contracts, payors, companies, property, bank, investment, management, and tax workpapers. |
| Position taken | Which residence status, address, filing basis, tax office, withholding instruction, or response is required? | Advice, returns, acknowledgements, notices, supporting documents, and correspondence. |
File the departure year on the route the facts support
The French tax authority asks movers to report the foreign address and, in the year after departure, file for the departure year. Where the person becomes non-resident and has taxable French-source income after departure, the official route distinguishes the pre-departure return from the 2042-NR post-departure French-source schedule. If French tax residence continues, the filing basis can be different.
- Do not file a 2042-NR merely because it appears on a moving checklist; first confirm the residence position and taxable French-source income for the actual period.
- Export prior returns, notices, balances, refunds, payment details, secure messages, and adviser workpapers before changing devices, phone numbers, or authority.
| File | Control question | Evidence to retain |
|---|---|---|
| Address and access | Which foreign address, secure-message channel, tax office, representative, and account-recovery details must change? | Address update, acknowledgement, tax number, access test, representative authority, and secure correspondence. |
| Departure-year return | Does the evidence support non-resident treatment, and which income belongs before versus after the departure date? | Return, 2042-NR where applicable, schedules, calculations, advice, submission receipt, and payment evidence. |
| Future French-source income | Which returns, withholding, payor instructions, property filings, or SIP-NR contacts continue? | Income inventory, payor notices, withholding records, tax calendar, returns, and correspondence. |
Map retained French income, property, pensions, and entities
A move can leave French rent, a home, salary or deferred pay, a pension, shares, a company, professional fees, investments, loans, an estate, a refund, or another filing behind. The French non-resident rules and any relevant treaty or status analysis remain item-specific, and payors may need updated residence or withholding evidence.
- Inventory each property, company, directorship, shareholding, investment, pension, employee-savings plan, loan, account, contract, tenant, payor, administrator, and expected transaction.
- Assign the tax return, withholding, company filing, property management, bank, representative, power-of-attorney, and evidence owner for every retained item.
- Tell an employer or pension fund about the residence change where the official non-resident withholding route requires it, then retain the instruction and resulting statements.
- Do not sell, gift, dissolve, transfer, surrender, or appoint a representative merely to simplify the move; record the commercial, legal, tax, and control decision first.
Replace French health assumptions with a status decision
Ameli distinguishes a worker who is expatriated abroad and no longer under the French social-security system from a worker formally detached abroad who remains under French coverage for the approved mission. Cayman is outside the EU, EEA, and Swiss coordination framework. Do not carry a CEAM, carte Vitale, employer label, or old European checklist into Cayman as proof of coverage.
- Ask CPAM, the employer, insurer, or specialist adviser how the actual status and destination affect rights; do not infer continuation from the existence of a French social-security number.
- Build explicit gap cover between any French end date and the confirmed Cayman policy start for every family member.
| Lane | Confirm | Evidence to keep |
|---|---|---|
| Expatriated worker | French end date, local-system requirement, optional French cover if relevant, dependants, gap cover, and Cayman insurer start. | CPAM or adviser response, employer status, end-date evidence, policies, member records, and claims instructions. |
| Detached worker | Formal employer route, permitted duration, contribution and certificate evidence, treatment abroad, dependants, and Cayman work permission. | Detachment approval, certificates, contribution records, policy details, and written treatment and reimbursement route. |
| Medical continuity | Records, prescriptions, medication supply, immunisations, specialist plan, emergency cover, and insurer pre-authorisation. | Medical summary, prescriptions, results, images, vaccination evidence, policy proof, and emergency contacts. |
Preserve retirement history and pension-payment evidence
L'Assurance retraite provides a career-record review route and separate guidance for retirees living abroad. An active worker should reconcile the relevé de carrière and keep proof of missing periods. A pension recipient abroad may need address and bank updates and an annual certificate of life. Cayman work does not automatically appear in a French career record or create a universal pension result.
- Do not present a projected estimate as an award or assume that moving abroad makes a pension, refund, transfer, or benefit immediately payable.
- Keep pension-payee and active-career questions separate from residence-tested or other benefits whose overseas rules may differ.
| Control | Confirm | Keep |
|---|---|---|
| Career record | Identity, employers, years, salary points or periods, gaps, corrections, and supporting documents. | Career statement, payslips, contracts, unemployment or leave evidence, correction request, and response. |
| Pension already in payment | Address, bank, currency and fees, tax treatment, beneficiary details, portal access, and certificate-of-life route. | Award, payment statements, update receipts, life-certificate evidence, secure messages, and calendar. |
| Future Cayman periods | Whether any coordination, voluntary contribution, private pension, employer pension, or separate Cayman obligation applies. | Written advice, contribution statements, Cayman employer records, policies, beneficiaries, and annual review. |
Order Bulletin no. 3 for a named recipient
France's Bulletin no. 3 is free and follows different request routes depending on place of birth. It is a limited extract, not a complete substitute for Bulletins no. 1 or no. 2, foreign police records, or the exact Cayman clearance requested. French law does not set a universal expiry for the B3; the receiving body normally states the acceptable age.
- Ask CBC, WORC, the employer, regulator, school, or other recipient for the exact issuing body, residence periods, age threshold, issue-date window, original or digital format, translation, apostille, and delivery route.
- Confirm whether the B3, another French record, or additional police records from other countries of residence are required before ordering.
- Keep the request and validation references, issued record, issue date, identity evidence, translation or apostille, courier record, and recipient acceptance.
- Resolve name, birthplace, birth-date, passport, or record errors while the issuing service or a French representative remains accessible.
Route apostille and legalisation through the post-2025 system
France Diplomatie says 15 regional or interdepartmental notarial bodies have handled apostilles since 1 May 2025 and legalisations since 1 September 2025. Whether a French public document needs apostille, legalisation, another certification, translation, or no authentication depends on the destination, document, and receiving authority. An apostille authenticates origin; it does not certify the document's content or guarantee Cayman acceptance.
- Ask the Cayman receiving authority what it requires before paying for an authentication chain; France Diplomatie expressly directs users to the foreign recipient for that answer.
- Keep issuance, certification, notarisation, apostille or legalisation, translation, verification, and Cayman acceptance as separate controls.
| Document lane | Confirm first | Evidence to retain |
|---|---|---|
| French public document | Issuer, current copy, signature or seal, destination, apostille versus legalisation, translation, submission body, and recipient format. | Issued record, submission, notarial-body receipt, apostille or legalisation, translation, and acceptance. |
| Civil or court record | Exact copy or extract, issue-age rule, marginal entries, judgment finality, certification, authentication, and translation. | Current record, orders, certification chain, authentication, translation, and recipient instructions. |
| Private or notarised record | Whether notarisation, authority authentication, apostille, certified translation, or another chain is actually requested. | Underlying record, notarial act, authority chain, apostille, translation, and delivery evidence. |
Build the civil, identity, and family evidence chain
French birth-act requests can produce an exact copy or an extract, and the route differs for a birth in France versus a French citizen born abroad. Marriage, divorce, death, adoption, parentage, custody, consent, and name evidence can follow separate issuers and issue-age rules. Retrieve the exact record the Cayman application, school, bank, insurer, or court requests.
| File | Confirm first | Evidence to retain |
|---|---|---|
| Identity | Birthplace, exact copy versus extract, parentage, names, accents, dates, marginal entries, issuer, and correction route. | Current records, passport comparison, correction receipts, authentication, and secure scans. |
| Marriage and status | Marriage, civil partnership, divorce, death, adoption, name change, judgment, copy type, issue age, authentication, and translation. | Current records, orders, finality evidence, apostille or legalisation, translation, and recipient acceptance. |
| Children and consent | Parentage, custody, travel consent, school and medical authority, passport, and requirements for the actual journey and application. | Orders, consents, civil records, authentications, translations, school and medical evidence, and emergency contacts. |
Protect passport and French consular continuity
France recommends consular registration for French citizens settling abroad and uses it to support identity, voting, information, and emergency contact. The current France Diplomatie directory places the Cayman Islands within the competence of the Consulate General of France in Miami. Confirm the live office, appointment, service location, travel requirement, document list, fee, and emergency route before depending on a renewal or civil service.
- Check every traveller's passport validity, blank pages, name and birth data, prior passports, transit route, Cayman status evidence, and future travel calendar.
- Register or update the French-abroad record when appropriate, keep the connected Service-Public and FranceConnect access working, and record the current consular attachment.
- Confirm whether the service requires travel to Miami, can be completed online, or uses another approved route; do not assume a past outreach date, address, or procedure remains current.
- Store secure colour scans, application references, emergency contacts, and replacement instructions separately from originals and shipped luggage.
Redesign banking, digital access, and source-of-funds evidence
A change in tax residence, address, phone, employment, and expected transactions can affect French account operation and compliance review. There is no safe universal assumption that every bank, investment platform, employee-savings plan, insurer, loan, or payment product stays unchanged for a Cayman resident. Ask each institution about the actual product before moving money or access.
- Keep enough overlap to receive final payroll, settle bills, pay French obligations, and answer compliance questions without relying on one card, phone number, or authenticator.
- Do not structure transfers to avoid reporting or review; preserve the lawful source, purpose, counterparties, conversion, fees, and end-to-end bank trail.
| Control | Confirm | Evidence to keep |
|---|---|---|
| French accounts | Residence and address update, product eligibility, cards, transfers, investments, loans, fees, tax forms, statements, beneficiaries, and closure route. | Written institution instructions, updated profile, statements, balances, beneficiaries, and closure or continuation evidence. |
| Digital access | French SIM, email, authenticator, app, device, FranceConnect, tax portal, Ameli, pension portal, recovery, and authorised representative. | Test log, recovery codes, device list, protocol numbers, authority records, and secure emergency route. |
| Cayman onboarding | Employer letter, passport, permit or status, address, tax self-certification, bank reference, source of funds, and expected activity. | Employment and identity records, statements, sale or final-pay evidence, tax documents, transfer trail, and certified copies where requested. |
Replace French coverage with active Cayman insurance evidence
A carte Vitale, CEAM, French private policy, employer promise, travel policy, or pending work permit is not the same as active Cayman health coverage. The Cayman Health Insurance Commission is the official regulator for the local framework. Confirm who arranges coverage, the effective date, dependants, network, exclusions, deductibles, overseas care, and the gap between plans.
| Stage | Evidence to obtain | Do not assume |
|---|---|---|
| Before travel | Medication supply, prescriptions, summaries, immunisation and dental records, emergency cover, and an explicit gap plan. | French statutory, private, or travel cover handles relocation, routine Cayman care, dependants, or pre-existing conditions. |
| Employer onboarding | Insurer, plan, member details, start date, premium split, dependants, exclusions, deductible, network, overseas authorisation, and claims route. | The offer letter or work-permit submission means coverage is active. |
| After arrival | Cards or digital proof, primary-care route, pharmacy, emergency contacts, claims access, beneficiary details, and payroll match. | The first deduction proves every family member is enrolled correctly. |
Gate housing and school commitments behind the real move
The strongest sequence is evidence first, temporary landing second, and a long-term commitment only after work permission, insurance, commute, school, and cash files line up. A Cayman lease, purchase reservation, or school application should not manufacture confidence in an unresolved immigration or employment timetable.
- Shortlist neighborhoods from the actual work location, school route, peak-hour commute, budget, flood and storm questions, transport, household needs, and likely start date.
- Ask landlords or agents for the full deposit, rent, utility, maintenance, inventory, insurance, pet, break, renewal, notice, and payment terms before transferring money.
- Ask schools for current space, curriculum, age placement, assessment, records, immunisation, support, fees, deposit, refund, transport, and immigration requirements in writing.
- Keep a cash reserve for temporary accommodation, transport, permit timing, insurance gaps, school timing, shipment delay, deposits, and bank-onboarding friction.
Control shipping, customs, and the arrival sequence
Cayman Customs & Border Control publishes the official imports route. A shipper's quote does not prove duty treatment, eligibility, valuation, prohibited or restricted status, inspection, clearance, storage, or delivery timing. Build the inventory and evidence before packing, then align shipment with the real housing and immigration dates.
- Create a photographed inventory with ownership date, value basis, serial numbers, receipts where available, and a carry, ship, store, sell, donate, or exclude decision.
- Ask CBC or a licensed broker about the actual traveller, status, goods, relief if any, forms, valuation, restricted items, medicines, food, plants, alcohol, vehicles, fees, and inspection route.
- Keep passports, permit records, civil and police documents, French tax and bank access, medication, school records, valuables, and first-month essentials out of checked or shipped household goods.
- Write the arrival-day handoff: airport evidence, temporary address, transport, employer contact, insurance proof, emergency cash, communications, keys, and a fallback if landing or baggage does not go to plan.
Run the first 90 days as a reconciliation
Arrival does not close the French file. Reconcile permission to work, employer onboarding, insurance, first payroll, Cayman bank, housing, school, shipment, French tax calendar, retained income and assets, health and pension status, bank classification, digital access, and consular records against the evidence pack.
- Days 1–10: confirm landing conditions, written work-authorisation milestone, employer records, insurance, phone, transport, emergency cash, and temporary-address evidence.
- Days 11–30: reconcile first payroll, deductions, insurance details, bank onboarding, lease evidence, school handoffs, shipment status, and French account access.
- Days 31–60: review French tax-residence evidence, departure-year filing calendar, retained income and assets, payor and bank instructions, health or pension issues, and open employer corrections.
- Days 61–90: archive receipts, close resolved controls, test recovery paths, update consular records, representatives and beneficiaries, and calendar every remaining French and Cayman deadline.
Know where professional advice is essential
This page is a planning guide, not a French tax-residence conclusion, return instruction, employment calculation, social-protection or pension determination, bank eligibility decision, apostille instruction for a specific document, Cayman work-permit or landing outcome, financial recommendation, or legal opinion. Use the official sources below to frame the file, then have the relevant authority or qualified professional confirm material decisions in writing.
- French cross-border tax and business: residence, departure-year returns, retained income and property, entities, management, investments, pensions, withholding, representatives, and continuing filings.
- French employment and social protection: contract close, final money and documents, detached versus expatriate status, health rights, pension history, corrections, benefits, and representation.
- Cayman immigration and employment: visitor entry, transit, landing, work-permit route, permission to work, dependants, medical and police evidence, start date, job changes, and renewals.
- Banking, insurance, property, school, custody, consent, powers of attorney, translations, apostille or legalisation, and regulated transfers where the receiving institution's exact requirements control.
