Short answer: separate local-control licensing from company formation

DCI describes Local Companies Control Licensing as relevant where the ultimate beneficial ownership or control of a company is not majority Caymanian-owned and the company wishes to carry on business in Cayman. A newcomer should not treat incorporation, a Trade and Business Licence, bank onboarding, or a signed partnership agreement as proof that the local-control question is settled.

Caymanian participation evidence deserves its own log

DCI's Caymanian participation page says LCCL applicants must demonstrate efforts made to obtain Caymanian participation and describes minimum advertising steps before interest submissions. That evidence should be managed like a dated board file, not a loose marketing task.
