A habitat map or layer, ordinary observation, qualified field report, conservation plan, protected-area order, nomination, Planning map, consultation, EIA record, Coastal Works file, permission, condition, and current activity answer different questions. Start with the exact island, block and parcel, decision scenario, existing or proposed activity, source dates, deadline, and person relying on the answer. Preserve each object in its own evidence lane and reconcile it only through the responsible Planning, National Conservation Council or Department of Environment, Coastal Works, Lands & Survey, legal, survey, environmental, planning, design, engineering, property, lending, or insurance source. The output is a decision register—not a habitat, protected-status, compliance, environmental-risk, or development score.

A loose map pin, vegetation colour, aerial image, listing photograph, protected-area name, neighbouring parcel, owner statement, or old plan can identify a question without identifying the legal property, habitat, species, boundary, current status, authority, or activity rule. Open one control sheet for the exact island, registration section, block and parcel, verified address or location, strata or base-parcel context, property party, decision stage, exact existing or proposed activity, reliance purpose, evidence owner, required answer owners, and deadline. Keep purchase, sale, lease, lending, insurance, design, maintenance, and regulatory questions distinct so an answer prepared for one property, activity, date, or scenario is not silently transferred to another.

Label every evidence object before interpreting it
A map layer is not a field survey; a vegetation photograph is not a species or habitat finding; a conservation plan is not an exact-parcel result; an order's approximate map is not a cadastral boundary; a nomination is not a designation; a Planning notice is not a decision; a consultation is not the originating entity's decision; screening is not a completed EIA; a DoE review is not a Cabinet permit; a condition is not evidence that it was met; and a current observation is not a record of authorization. Give every item a durable evidence type, exact title, author or authority, property and activity scope, purpose, date or version, source route, status, limitations, contradiction, responsible interpreter, and remaining question. Keep the original beside any summary. Missing, inaccessible, old, ambiguous, or conflicting evidence remains a named gap rather than proof of absence or a favourable or adverse result.

Treat every aerial image, GIS layer, vegetation layer, protected-area map, Planning map, map request, commercial map, and field report as a purpose-limited evidence object. Record its producer, exact title or layer, version or access date, purpose, island and area, legend, scale or resolution, method, export or screenshot, limitations, current or proposed status, and exact question for the responsible professional or authority. The Department of Environment's January 2026 habitat-mapping update describes a project that began in October 2025 and aims for a more modern detailed system by 2028. That future project context is not a currently available official exact-parcel habitat tool. No current or future automated, aerial, or map classification substitutes for appropriately scoped field evidence, official records, survey evidence, or qualified interpretation.

Keep observation separate from habitat or species identification
A lawfully obtained photograph, viewing note, aerial image, listing statement, neighbour comment, owner representation, old report, or visible vegetation can define a question without identifying mangroves, wetlands, another habitat, protected species, critical habitat, health, condition, height, area, ownership, boundary, activity category, or legal status. Preserve who observed or represented what, from where, when, under which access, weather, season, visibility, tide, equipment, and area limitations, and what was not visible. If a qualified field report is supplied, preserve its author, represented qualifications, instruction, dates and seasons, method, study area, findings, maps, appendices, exclusions, version, and intended reliance. Separate designated, nominated, and management-plan status
The National Conservation Council maintains separate current pages for existing protected areas and nominated protected areas awaiting approval. The current legislation index separately lists the National Conservation Act, regulations and directives, protected-area orders, conservation plans, and the 2026 Protected Areas Order. Build a dated status register for the exact site or interface: every potentially relevant order and schedule, designation evidence, nomination and consultation evidence, proposed management plan, adopted management plan if supplied, exact island or location, source and status date, and current official and legal response. Use protected-area maps as scoped evidence—not boundaries
The National Conservation (Protected Areas) Order, 2026 designates specified Crown land or Cayman waters in Schedule 1 and expressly says its Schedule 2 maps are guides to approximate boundary locations. Its stated repeal is limited to the 2023 Protected Areas Order, while the current legislation index lists other protected-area orders. Separate protected area, protected species, and critical habitat
The National Conservation Act creates distinct protected-area, protected-species, critical-habitat, take, permit, consultation, EIA, enforcement, and related legal concepts. The 2020 Species Conservation Plan for Mangroves and the 2022 General Regulations and Licence and Permit Directives add their own exact scope and current-version questions. Keep the site, species, habitat, activity, instrument, plan, directive, application, decision, condition, and official or legal answer in separate rows. Split landward Planning and NCC from seaward Coastal Works
The Department of Environment's current Coastal Works page separates landward Central Planning Authority or Planning control from specified activity seaward over Crown seabed within the Cabinet Coastal Works route, while the Cayman Government page describes work at or seaward of a surveyed mean high-water mark. Where a mangrove, habitat, protected-area, shoreline, or property question reaches this interface, fix the exact work and location and keep landward Planning, NCC or DoE consultation, Coastal Works intake, DoE review, Cabinet decision or permit, title and survey, conditions, monitoring, and current activity in separate lanes. Preserve the surveyed MHWM source if relevant, but do not locate it or decide jurisdiction, Crown ownership, application or permit need, filing sufficiency, environmental acceptability, permission, or condition compliance. A Planning decision does not settle Coastal Works, and a DoE Coastal Works review is not a Cabinet decision or permit.

Do not replace that register with a red-amber-green score, habitat label, species guess, protected-area screenshot, approximate boundary, owner assurance, generic conservation-plan summary, incomplete Planning record, DoE comment, EIA, Coastal Works review, visible vegetation, past activity, missing record, or deadline pressure. Planning, NCC or DoE, the Ministry or Cabinet, Lands & Survey, the attorney, licensed surveyor, environmental specialist, planner, architect, engineer, property party, lender, insurer, or other responsible source answers within its lane. The principal decides whether and how to proceed.
